Program Manager III (Project Respond)
Cascadia Health is dedicated to delivering integrated mental health and addiction services, primary care, and housing. The Program Manager III for Project Respond will lead an interdisciplinary team to implement and monitor mobile crisis response and other related programs, ensuring compliance with regulations and fostering collaboration with various stakeholders.

Responsibilities
Maintain clinical records in compliance with agency policies and relevant regulations
Ensure up-to-date documentation for billing, assessments, treatment, and client progress
Complete EMR using Cascadia software
Ensure compliance with federal, state, county, and city regulations, as well as internal policies and procedures
Assist staff with challenging clients and programmatic situations
Consult with the Program Director, Program Medical Director, Supervisors, and Counselors on treatment decisions
Monitor program effectiveness, recommend improvements to increase service quality, efficiency, and reduce costs
Assist in developing and overseeing the program budget to ensure financial stability
Monitor expenses to ensure the program stays within budget or justify necessary budget deviations
Help develop policies, procedures, and systems that align with agency goals
Assess and adjust resources, plans, and systems as needed to meet objectives
Build relationships with mental health, physical health care providers, and law enforcement, including Multnomah County Library, Unity Center, Providence Medical Centers, and local police
Represent the program to community stakeholders, maintaining positive relationships with local agencies
Adapt to a dynamic work environment that frequently changes
Ensure data collection and reporting requirements are met
Prepare reports for the Clinical Director, Senior Director, or other stakeholders as needed
Recommend and implement systems and treatment strategies to reduce costs and improve service quality
Monitor program expenditures and resources, recommending and implementing efficiency improvements
Respect client rights, maintain professional boundaries, and adhere to ethical standards
Follow mandatory abuse reporting laws and HIPAA requirements
Ensure safety of clients, staff, and property by following safety protocols and regulations
Complete annual employee training as required by licensing and agency standards
Attend clinical staffing, leadership, and other supervisory meetings as assigned
Perform other duties as assigned
Oversee compliance with federal, state, and local laws governing clinical documentation, service delivery, operational policies, and administrative requirements
Respect and honor participant rights and responsibilities and demonstrate professional boundaries and ethics
Maintain knowledge of, review and ensure compliance with all applicable federal, state, county, and city regulations, contract obligations, and internal policies and SOP
Adhere to mandatory abuse reporting laws and HIPAA requirements
Attend seminars, training, and other educational opportunities to develop professional skills and abilities
Assist program leadership in developing and updating policies, procedures, and systems to assure success
Provide leadership and oversight of program operations, integrating best practices and evaluating services
Supervise and support Program Supervisors in managing daily activities and ensure smooth operation of all Project Respond programs
Determine staffing needs, recruit, hire, train, and assess staff performance in collaboration with program supervisors
Provide supervision and conduct performance reviews
Take the initiative in thought leadership, innovation, and creativity
Create, model, and maintain a work culture that supports and values inclusion, equity, and diversity
Attend and participate in all meetings as assigned, including but not limited to staff and team meetings, consultations with staff, individual and group supervision
Develop and maintain strong relationships with internal and external customers to promote quality and efficiency in Cascadia operations
Participate in an Administrator On-Call rotation shared between leadership as scheduled
Qualification
Required
A master's degree in a behavioral science field from an accredited college or university is required
Must demonstrate the competencies to become credentialed as a Qualified Mental Health Professional (QMHP) as outlined in the Oregon Administrative Rules (OAR)
Three years of post-master's clinical experience is required
Understanding of recovery model, motivational interviewing, illness management and recovery, evidence-based practices, and strength-based case management philosophies and strategies
Understand and align with harm reduction philosophies, cultural responsiveness, and trauma informed care
Knowledge of best practices
Operate computer hardware and software at a level needed to effectively perform job functions
Possess a valid driver's license, minimum of one year driving history, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course… OR, must have the ability to travel to multiple locations throughout the Portland Metro area
Ability to perform CPR, First Aid, and effectively use AED equipment. CPR/ First Aid certifications are required and must remain current
Preferred
Four years of supervisory experience highly preferred
Equivalent combination of education/experience preferably in a non-profit organization
