Base Communications Information Technology Plans and Design Specialist

Responsibilities
Develop and maintain strategic plans; assess policy needs and develop policies to govern IT activities; provide policy guidance to IT management, staff and customers; define current and future business environments
Use standard business practices when reviewing Comm/IT architecture improvements to ensure systems provide sufficient return on their investment. Manage projects approved for implementation, which include Comm/IT consolidation and/or growth. Redesign Comm/IT architecture to ensure sufficient IT infrastructure is available to support the future requirements of the organization
Act as the project lead on special projects related to the interrelationships of multiple Command, Control, Communications and Computers (C4) disciplines (voice, data and video). Write technical specifications for customized solutions to state network projects; review proposed solutions, oversee project implementation, and ensure compliance with project specifications
Maintain awareness of and adhere to Arnold Engineering Development Complex (AEDC) and USAF regulations and procedures
Serve as an experienced IT planner and design specialist for assigned AEDC and MAJCOM programs and projects
Participate in the full lifecycle of local and enterprise projects, from conception and design reviews to deployment
Write and review Statements of Work/Statements of Objectives for IT Comm projects
Perform project management on Comm/IT modifications (voice, video and data), architecture and enhancements
Collect, analyze and recommend both inside and outside plant communications requirements, including fiber optic and copper cabling and conduit pathways to ensure seamless connectivity between buildings and facilities
Provide technical oversight of base-wide telecommunications, future requirements planning and special projects
Collaborate with teams and stakeholders to ensure technical information is clearly conveyed and documented, citing policy source and guidance
Establish and participate in internal command and external meetings, working groups, design reviews, and special projects
Write and review Statements of Work/Statements of Objectives for IT Comm projects
Review and recommend changes for Work Planning Cost elements
Draft, update, and review Support Agreements
Develop policies and procedures to maximize network operations
Provide technical guidance and instruction to internal customers and IT specialists
Qualification
Required
Baccalaureate degree in Information Systems Management, communications engineering, or a related field
In-depth knowledge of UFC communication standards
Broad Comm/IT Experience to include Ethernet, networking protocols, servers, Audio Visual and fiber optic systems
Experience in IT Communications planning, designs, and project management
Knowledge of a wide range of IT principles, concepts, and methods
Ability to work well in a team environment as well as independently
Ability to interface and communicate effectively with Government contractors as well as Government civilians
Excellent verbal and written communication skills
Strong problem-solving and analytical abilities
Dedication to achieving Canvas standards of quality and excellence
Must be able to obtain/maintain a DoD Secret security clearance. Applicants for positions which require a US government security clearance must meet eligibility requirements to include US citizenship
