ANALYST II
The California Department of Developmental Services provides services to individuals with developmental disabilities, and they are seeking an Analyst II to support the Access and Release of Confidential Client Information. Responsibilities
Provides crisis and residential services
Has principal responsibility for the 'Access and Release of Confidential Client Information' as the statewide resource for meeting the Health Insurance Portability and Accountability (HIPAA) requirements
Assists and works closely with the Supervisor I -EHR and Information Technology Division (ITD) staff in the implementation of the Electronic Health Record (EHR) through the Life Outcomes Improvement System (LOIS) project in all state operated facility locations
Provides training to staff on Access and Release of Confidential Information (i.e., HIPAA, CURES ACT, Welfare, and Institution Code 5328 and 4514 and related regulations) and the use of EHR and Clinical Record content that meets regulations for the specific level of care
Provides consultation, support, monitoring and auditing of health and clinical records at Stabilization Training Assessment Re-Integration (STAR) Homes
Performs analytical and administrative assignments associated with records management
Qualification
Required
Must be able to travel approximately 25% of the time to various locations in state, both overnight and day trips
Pursuant to California Government Code requirements, candidates must be residents of the State of California at the time of appointment
This position requires lawful authorization to work in the United States
Knowledge of: Analytical concepts, principles, and techniques; government structure and functions; proficiency in Microsoft Outlook, Excel, Word, Teams, SharePoint, Zoom, and Adobe; familiarity with Department programs and electronic record systems; experience training staff on electronic recordkeeping, record retention, and documentation requirements; understanding of requirements for release of information requests; techniques for auditing records to identify performance issues; ability to deliver structured training in-person and virtually; ability to work independently, meet deadlines, and build cooperative relationships while exercising sound judgment, tact, and diplomacy; knowledge of, or ability to learn, regulatory requirements related to licensing and oversight by CA Department of Developmental Services, CA Department of Social Services, and CA Department of Public Health; strong analytical and communication skills; proficiency in internet services and web-based communication platforms
Ability to: Communicate effectively, verbally and in writing; utilize a variety of analytical and research techniques, apply regulations, and reason logically to develop and recommend solutions or policies; establish and maintain positive and cooperative professional relationships with Departmental staff at all levels; possess a high degree of organization of work and information; demonstrate advanced skills in Microsoft Excel; exhibit excellent interpersonal skills with internal/external stakeholders; use various office machines including a copier, scanner, and printer; easily adapt to shifting priorities; manage multiple projects simultaneously in order to meet Departmental goals and objectives
