Analyst II
The California Governor's Office of Emergency Services (Cal OES) is a leader in emergency management and homeland security. They are seeking an Analyst II to perform advanced analytical work within the Human Resources Data and Integration Team, focusing on personnel management programs and HR data governance.

Responsibilities
Perform advanced analytical work within the Human Resources Data and Integration Team
Support the administration of the Department’s personnel management programs with a specialized focus on Position Control, organizational structure management, HR data governance, and Workday system integration
Conduct classification and pay analysis, position allocations, organizational chart maintenance, reporting structures, position justifications, HR data validation, and complex or special projects related to human resources systems and workforce analytics
Serve as a primary point of contact and liaison between assigned Cal OES directorates and Human Resources regarding Position Control, organizational structure changes, and HR data integrity
Independently evaluate HR and position-related data, identify discrepancies, research root causes, and develop recommendations to ensure accurate alignment between approved positions, organizational charts, budgeting, and Workday records
Maintain a high level of confidentiality and promote a positive, ethical, and professional work environment
Interpret and explain civil service laws, rules, and procedures
Conduct research in public personnel management practices
Represent the department at meetings and workgroups
Study and improve HR and Position Control business processes
Prepare reports, manuals, technical documentation, and correspondence
Lead projects, train staff, deliver presentations, and perform other related duties as required
Qualification
Required
Advanced analytical skills
Experience in human resources data management
Knowledge of Position Control and organizational structure management
Proficiency in HR data governance
Experience with Workday system integration
Ability to conduct classification and pay analysis
Experience in position allocations and organizational chart maintenance
Strong reporting and data validation skills
Ability to evaluate HR and position-related data independently
Research skills to identify discrepancies and root causes
Ability to develop recommendations for data alignment
High level of confidentiality
Ability to promote a positive, ethical, and professional work environment
Knowledge of civil service laws, rules, and procedures
Experience in public personnel management practices
Ability to represent the department at meetings and workgroups
