Vice President, Safety & Security
Metropolitan Utilities District is seeking a Vice President, Safety, Security & Business Continuity who will be responsible for planning, administering, and promoting the District's safety and security programs. The role includes overseeing emergency preparedness, business continuity, and accident prevention while ensuring compliance with safety regulations and managing security protocols.

Responsibilities
Develop and recommend changes to the District’s employee safety and accident prevention programs and procedures
Develop and maintain regulatory compliance regarding safety, security, emergency management, underground utility locating and Chemical Facility Anti-Terrorism Standards (CFATS)
Develop and recommend changes to the District’s security procedures and assess security requirements to include management and renewal of private security and guard contracts
Develop and recommend changes to the District’s operational procedures as they relate to the safety of employees and the public in emergency response situations
Direct the development and implementation of emergency plans and exercises specific to Business Continuity and Continuity of Operations protocols
Administer the District’s safety programs, to include accident prevention measures, research, and analysis of statistical trends
Develop, implement, and maintain an Injury Prevention Program
Assist managers and supervisors in understanding their individual accountability for safety, security, and emergency management within their areas of responsibility
Manage the District’s Safety Committee
Direct regularly scheduled safety inspections of the District’s operation to include facilities, working conditions, procedures, and recordkeeping
Prepare the annual budget for the District’s safety, emergency management, security, business continuity and accident prevention programs and any other business area assigned
Establish requirements for fire extinguishers, first aid kits, Automated External Defibrillator (AEDs), and other safety-related items to include Cardiopulmonary Resuscitation (CPR)/Automated External Defibrillator (AED) training and certification programs
Establish security requirements for District plants and other facilities, including access to buildings, pump stations and other critical areas
Perform threat assessments, risk, and probability analysis on critical District operations
Develop and maintain a Security Operations Plan
Coordinate District security responsibilities with managers, supervisors, and outside security agencies
Maintain and administer security educational programs, continuing education and occupational qualifications
Promote a culture of safety and security awareness, resiliency and continuity of operations with respect, civility and accountability throughout the District
Prepare and present reports and information to senior management, the public, and the Board of Directors
Develop talent: coach and mentor employees; support employee growth and development through leadership opportunities and professional development
Provide employees feedback through completion of performance appraisals and employee one-on-one meetings
Manage employee unacceptable behavior, poor work performance or policy violations, including the use of discipline when appropriate
Maintain financial oversight of budget or works with financial responsibility in mind
Plan for attrition through awareness of separation risks, cross-training, employee development and succession planning
Handle stresses related to effectively completing the above referenced requirements
Fulfill responsibilities common to all Supervisory, Professional and Administrative positions as stated
Perform a variety of other duties as assigned

Qualification
Required
Bachelor's Degree Business Administration, Occupational Safety, Emergency Management, or another related field
Minimum of 5 years of experience in corporate security, law enforcement, emergency management, safety management, or a related field
Minimum of 7 years of supervisory experience within a large organization
Minimum of 10 years of progressive responsibility with documented success leading short-term and long-range projects/activities, providing employee coaching, feedback, and conflict resolution
Have and maintain a valid driver's license Upon Hire

Strong analytical and decision-making skills necessary to assume the daily responsibility for decisions, consequences, and results
Knowledge with identifying and investigating fraudulent claims and corporate security concerns
Knowledge with developing corporate security requirements, performing threat & risk assessments, and managing outside contractors as necessary
Knowledge of safety, security and emergency management issues, and ability to stay current with rapidly changing regulations
Knowledge of the principles of management, organization, and administration of emergency management and preparedness programs, activities, and training
Knowledge of emergency management procedures, practices, and regulations
Knowledge of National Incident Management System (NIMS) and the National Response Plan; NIMS ICS 100, 200, 300, 400, 700 and 800
Must be able to remain calm and have a proven history of making rational decisions following accidents or other catastrophic situations
Must be familiar with Department of Transportation (D.O.T.) Drug and Alcohol Testing requirements
Efficient written and verbal communication skills, in English, to assist internal and external customers, co-workers and management professionally, regardless of provocation
Proficiency with personal computers, tablets, and/or other electronic devices to include familiarity with, but not limited to, Microsoft Office Suite (Excel, Outlook, Word) and enterprise wide software (e.g., SAP)
Ability to learn new or upgraded computer software as required
On call 24 hours a day, 7 days a week
Preferred
Master's Degree in Business Administration, Occupational Safety, Emergency Management, or another related field
Experience in the utility industry
Recognized industry or professional emergency management, safety and/or security certifications Upon Hire
Incident Command Experience strongly preferred
