Opiate Settlement Coordinator
NEOGOV is seeking an Opiate Settlement Coordinator for the Dane County Department of Administration. This role is responsible for overseeing the development, administration, budget, fiscal management, and reporting for Dane County’s Opioid Settlement Program, collaborating with various departments and community partners.

Responsibilities
Ensure all reporting requirements are met for the Opioid Settlement Fund
Manage and control day-to-day program needs, issues, risks, quality, and budget, and communicate program information and needs routinely with relevant parties
Oversee and manage activities, timelines, and administrative processes related to programs, initiatives, and contracts funded by the Opioid Settlement
Consistently monitor and track program-related budgets, spending, and allowable uses based on state guidelines, in collaboration with program and fiscal staff
Serve as the primary subject-matter expert, information resource, and guidance for the Dane County Opioid Settlement Subcommittee of the Health and Human Needs Committee
Complete all required reporting in accordance with all relevant laws and guidelines, such as Dane County, State of Wisconsin, and federal Opioid Settlement, including but not limited to Opioid Settlement approved uses and any Dane County purchase of service (POS) agreements
Organize, lead, or participate on teams associated with program implementation, settlement fund allocation, and substance use disorders
Facilitate communication and coordination between relevant Dane County departments (e.g., DCHS, PHMDC), committees, community members, and other stakeholders involved in opioid overdose prevention, education, harm reduction, treatment, and recovery support
Maintain, update, and provide reports on Dane County's Opioid Settlement initiative
Oversee relevant procurement process(es) as needed for program implementation, including developing, negotiating, and reviewing contracts associated with opioid settlement funds in collaboration with department procurement and contracts staff
Adopt strategies to effectively engage individuals with lived experience as decision makers and leaders
Prepare and give presentations to relevant Dane County department management and committees, stakeholders, community partners, and elected officials on the Opioid Settlement initiative
Qualification
Required
Requires a bachelor's degree in public health, human services, behavioral health, or related field, and four (4) years of progressively responsible experience managing, developing, and planning; OR a master's degree in public health, human services, behavioral health, or related field and two (2) years of progressively responsible experience managing, developing, and planning
Must have a valid driver's license, or access to reliable personal transportation, or equivalent
Availability to work as required occasionally during nights, weekends, and during special events
Strong understanding of opioid overdose prevention and treatment strategies, including harm reduction
Demonstrated experience in interpreting and applying terms of settlement and applicable federal, state, and local laws, rules, regulations, and guidelines
Demonstrated understanding of how to ensure access and equity in programming and processes
Demonstrated ability to assess new opportunities and use creativity to take initial ideas and turn them into successful, impactful initiatives for Dane County
Ability to perform strategic planning and systems thinking
Demonstrated ability to work with diverse groups and individuals, develop partnerships and coalitions, and communicate effectively and diplomatically with these diverse groups
Demonstrated knowledge in data analysis and reporting
Effective written and verbal communication skills
Ability to plan and implement budgetary, purchasing, and accounting practices and procedures
Demonstrated experience in effective grant implementation and reporting
Demonstrated experience in problem solving, conflict resolution, negotiation, and decision making
Ability to work both independently and as part of a team

Bilingual Pay: Employees who work in bilingual designated positions receive an additional $2.00 per hour
