Data Analyst - Operations Specialist II

Responsibilities

Prepare and deliver accurate data for quarterly grant reports in partnership with program managers and agency leadership, ensuring compliance with federal, state, and local funding requirements
Respond to one-off and recurring data requests from internal leadership, city agencies, and the public, providing timely and accurate statistical summaries
Design, develop, and maintain a suite of regular dashboards and reports using tools like Power BI and geospatial representations with ArcGIS or similar software tailored for various audiences
Create and maintain a data library of statistics and talking points to support the Chief of Staff and Communications Chief in executive messaging
Ensure all reporting products are accurate, user-friendly, and visually compelling, requiring an exceptional level of attention to detail and patience
Translate complex programmatic activities and policy considerations into clear data visualizations, including maps and dashboards, that track progress and highlight key trends for senior leadership
Support the design and implementation of evaluation frameworks for MONSE initiatives
Partner with program staff to co-develop relevant and insightful performance indicators for effective program monitoring
Conduct baseline data analyses to establish benchmarks for measuring program effectiveness and impact over time
Advise on data collection strategies and best practices to ensure the quality and integrity of data used for evaluation

Required

Bachelor's degree in Public Policy, Social Sciences, Data Analytics, or a related field, and/or at least two years of relevant professional experience
Proficiency with geographic information system (GIS) software (e.g., ArcGIS, QGIS) for spatial analysis and mapping
Proficiency in designing and building reports and interactive dashboards using a data visualization tool, with a strong preference for Power BI
Demonstrated interest in or foundational experience with program evaluation, performance management, or applied social science research
Proven ability to manage data-related tasks with a high degree of accuracy and attention to detail
Strong communication and collaboration skills to effectively partner with internal and external audiences
Ability to work effectively with program staff to develop metrics and explain data concepts to non-technical audiences
A creative and flexible problem-solver with a focus on delivering clear, impactful, and results-oriented data products

Preferred

Experience working with data from government or public sectors, particularly in areas related to criminal justice, public safety, and/or public health
