Responsibilities

Develop and direct the technical operations related to the implementation and maintenance of GIS data layers used in data modeling and data distribution activities, which includes coordinating the maintenance of GIS data life cycles and related business processes
Serve as a DOTI GIS technical expert by developing and implementing industry accepted standards and procedures for use of GIS applications and services and promoting the adoption of these standards and procedures throughout DOTI
Collaborate with internal divisions and external consultants to integrate spatial data into business processes and ensure adherence to DOTI and city standards
Consult with GIS users to evaluate needs, provide technical guidance on GIS applications and services, and develop solutions to meet user needs for GIS data and analysis
Manage data maintenance efforts across multiple divisions within DOTI and with other city departments to ensure data integrity and transparency
Provide technical leadership and mentorship to GIS staff, fostering innovation and continuous improvement
Serve as the department’s leader for asset management, developing and implementing strategic plans aligned with DOTI’s mission and goals
Oversee asset lifecycle management, including acquisition, tracking, maintenance, risk management, and performance monitoring
Collaborate with cross-functional teams to integrate asset management practices into operational and financial planning
Drive continuous improvement initiatives, process documentation, and compliance with regulatory requirements
Utilize GIS and analytical models to support asset condition assessments, capital planning, and resource optimization
Develop enterprise level guidance for asset management practices and implement across DOTI
Develop and maintain strategic asset management documents including the SERVICE policy, Strategic Asset Management Plan (SAMP), and Asset Management Plans (AMPs)
Manage asset inventory data collection initiatives and integrate data into existing EAM applications and databases
Develop and implement an equity model used to evaluate overall project investments across the city to ensure equity and inclusion are being properly addressed in the decision-making process
Function as an internal consultant to identify opportunities for data and process improvement across DOTI
Engage with staff, peers, and leadership to define current and future states, ensuring successful implementation of improvement initiatives
Prepare reports, dashboards, and presentations for leadership to enable data-driven decision-making
Act as the primary GIS representative for DOTI in cross-departmental and external engagements
Develop Esri Operational Dashboards, Story Maps, and other web-based map products to support planning efforts for projects and programs
Coordinate with Technology Services Department to develop data processing and scripting processes to automate data extraction from disparate systems
Work to integrate GIS data with existing city enterprise systems including Salesforce, Workday, OpenGov (Cartegraph), Hexagon, and Masterworks
Use ArcGIS Model Builder and Python to develop data processing models for redundant tasks
Lead the strategic planning and development of GIS initiatives to support organizational goals and objectives
Stay abreast of emerging GIS technologies, trends, and methodologies, and recommend innovative solutions to enhance organizational efficiency and effectiveness
Establish quality control processes and metrics to evaluate the effectiveness and accuracy of GIS data and applications

Required

Bachelor's Degree in Geography, Planning, Computer Science, Engineering or a related field
Three (3) years of experience at the type and level of the Senior GIS Analyst, including one year of experience completing complex, multi-disciplinary GIS projects
Requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment

Preferred

Current GISP® Certification
PMP® or project management experience
Knowledge of ISO 55000 Asset Management Standards
Continuous improvement experience (Six sigma/Lean)
Knowledge of data analysis techniques: modeling, mining, and cleansing
Experience with change management
Experience in data management of large data sets
An understanding of core business practices
Experience managing GIS staff in a largely autonomous remote workplace environment
The ability to work interdepartmentally and coalesce solutions around existing infrastructure and technical hurdles
Ability to lead and listen with strong organization and communication
Excellent time management, adaptability, and problem solving
