Research Security Analyst, Office of Research Support and Compliance

The University of Texas at Austin is seeking a Research Security Analyst to support the development and implementation of a comprehensive research security program. Responsibilities

Review visiting researchers using analytical skills and independent judgment to assess research security risks. Provide guidance to UT researchers regarding potential research portfolio risks and related disclosure requirements. Collaborate with human resources to maintain campus-wide guidance for review and appointment of visiting researchers
Facilitate research security risk reviews in collaboration with the information security office as needed based on institutional and sponsor requirements concerning new faculty hires, federally funded awards, international travel, continued network access for expired visitors, and other activities when deemed appropriate
Conduct a research security review of faculty and researcher international outside activities to identify and mitigate risk to the university, as well as foster compliance with university, state, and federal regulations, policies, and requirements related to U.S. government research funding, utilizing a variety of data sources, including conflicts of interest disclosures; grant proposal and award documents; and technology disclosures and intellectual property filings. Conduct outreach and provide guidance to faculty and researchers related to potential risk and compliance issues
Serve as a liaison and provide expert guidance and direction verbally and in writing to the university research community in complying with all applicable requirements related to research security. Develop and deliver outreach messaging and educational presentations related to research security topics
Export Control review and guidance: assist faculty, staff, and students to ensure compliance with applicable laws related to sanctioned and arms embargoed countries, and export control regulations generally. Conduct monitoring to ensure compliance with export control requirements and restrictions
Maintain knowledge of evolving research security program requirements and best practices. Participate in the national conversation with other research security programs to remain informed of changes, requirements, and interpretation of federal regulations and agency policies

Required

Bachelor's degree and a minimum of two years' experience related to sponsored research, conflicts of interest, research integrity, international relations, or national security
Ability to analyze complex information/issues and formulate assessments/solutions
Ability to interact and collaborate with a variety of university colleagues and to work collaboratively/strategically in a team environment toward shared goals
Strong written and oral communication skills. Excellent interpersonal skills and ability to work harmoniously with large populations
Demonstrated public speaking experience and the ability to deliver educational workshops to large and small groups
Ability to maintain confidentiality of sensitive information
Ability to perform complex tasks and to prioritize multiple projects without frequent direction
Demonstrated flexibility to adapt to evolving requirements in a dynamic work environment
Experience using personal computer applications and databases

Preferred

Master's degree
Experience or knowledge of counterintelligence or other national security related research and analysis
Experience or knowledge in administration of a compliance program in an academic research setting
Familiarity with federally sponsored research requirements or experience in the review and interpretation of federal rules and regulations governing academic research to include research administration, compliance, and grant proposal/management
Familiarity with export control regulations
Experience with international research collaborations
Understanding of institutional and national environments related to academic-industrial relations
