The Texas Department Of Criminal Justice is seeking a Counsel Substitute II for their Administrative Review and Risk Management Division. This role involves providing technical support to inmates in the disciplinary process, including case management and representation at disciplinary hearings.

Government Administration

Responsibilities

Performs technical work for the inmate disciplinary process to include coordination with other staff, case management, application of policies and procedures, docket schedules, and quality control; prepares and maintains accurate records of program activities; and prepares related reports
Notifies and interviews inmates charged with violations of agency, facility, or unit rules and regulations; explains charges to inmates and agency and contract facility employees; investigates allegations; prepares written statements; and obtains all documentary evidence
Analyzes inmates’ positions, develops strategies of defense, and advises inmates of alternative plans of action; represents inmates at disciplinary hearings; negotiates the mitigation of punishments; and advises and assists inmates with disciplinary appellate procedures
Assists in maintaining security of inmates
Performs a variety of marginal duties not listed, to be determined and assigned as needed

Required

Graduation from an accredited senior high school or equivalent or GED
Knowledge of investigative methods and practices
Skill to communicate ideas and instructions clearly and concisely
Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public
Skill to interpret and apply rules, regulations, policies, and procedures
Skill in problem-solving techniques
Skill in the use of computers and related equipment in a stand-alone or local area network environment
Skill to review technical data and prepare technical reports
Skill to plan work in order to meet established guidelines
Skill to research and interpret questions involving the disciplinary process
Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment
Conditions include working inside and outside, working around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, excessive heat, cold, humidity, dampness and chill, dry atmosphere, excessive or intermittent noise, constant noise, dust, fumes, smoke, gases, slippery or uneven walking surfaces, and traveling by car, van, bus, and airplane

Preferred

Experience in customer service, clerical, administrative support, technical program support, inmate discipline, or criminal justice
Knowledge of agency inmate disciplinary process
Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations
