UTILITY SYSTEM OPERATOR
The Department of the Air Force is seeking a Utility System Operator at Fort Sam Houston. The primary purpose of this position is to operate and utilize the base energy management control system (EMCS) while managing various utility and environmental systems across the joint base.

Responsibilities
Operates the Energy Management Control System (EMCS) console and its major components including Computers, printers
Works under the supervision of the EMCS supervisor who assigns work shifts instructs on results expected and evaluates work adequacy and adherence to guidelines
Takes incoming emergency and urgent customer service calls after normal duty hours and dispatches appropriate craftsman on call from other shops to accomplish repairs
Utilizes established safety practices, rules, regulations, and procedures to maintain safe and clean work environment

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C
Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5400 Industrial Equipment Operation Family, Utility Systems Operator
Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying
The screen out element for this position is the ability to do the work of a WG-5406 UTILITY SYSTEMS OPERATOR without more than normal supervision
Knowledge of technical practices in order to perform various operational sequences of auxiliary and control equipment of steam, chilled water, DX, hot water, boiler plant and chilled water plant equipment
Knowledge of safety regulations, practices, and procedures
Skill in troubleshooting complex problems through application of prescribed test procedures and equipment
Skill in the use of measuring instruments such as gauges, meters, recorders, analog displays, and computer generated data to determine operational status and make necessary adjustments
Ability to interpret diagrams, drawings, operating manuals, or special facility procedures to be followed during emergencies, equipment failures or system malfunctions
Work requires moderate effort and long periods sitting, walking, kneeling, standing, bending, and crouching
Most work is performed inside a controlled environment but occasionally may be required to work in industrial equipment areas that is subject to extreme temperatures and noise
