Project Controls Advisor
Hill International is seeking a Project Controls Advisor in Pomona, California. The role involves preparing estimates, developing and maintaining project budgets, and ensuring accurate project cost reports for Distribution construction projects and programs.

Responsibilities
Work closely with Distribution Project and Program Management (DPPM) and program owners to prepare estimates, develop and maintain project budgets, forecasts, and cash flows for Distribution construction projects and programs
Set up cost monitoring and reporting systems
Apply extensive technical expertise and have full knowledge of other related disciplines
Use ingenuity, creativity, and resourcefulness to manage atypical challenges
Ensure the development and maintenance of accurate project cost reports which support tracking of project budgets
Advise management when forecasted costs are either overrun or underrun as compared to the approved budget
Interface with multiple operating facilities and stakeholders to review and discuss project scope and estimate basis, including visits to construction sites
Develop and maintain strong working relationships with team
Stay up to date on industry trends, regulatory changes, and emerging technologies in cost engineering and construction management
Lead review process to ensure project costs are accurate and structured in a manner that meets major and multi-year projects or program requirements (e.g., work breakdown structure, Continuous Property Records, FERC and CPUC jurisdictional splits, and cost elements and drivers)
Perform trend analysis and actively evaluate project cost performance
Perform highly complex analytics and prepare and present results, alternatives, and recommendations to support business decisions, manage project costs and schedules, and mitigate potential risks
Lead or prepare project controls data request responses and work papers in supporting corporate/OU governance (e.g. Business Oversight Team and Capital Review Team), internal and external audits, General Rate Cases, and any pertinent regulatory filings
Process Transmission and Distribution monthly accruals
Qualification
Required
Bachelor's degree in applicable profession, business, or technical discipline or an equivalent combination of education, training, and experience
Minimum of 7+ years of experience in engineering cost controls for major construction projects and programs
Knowledge of California Public Utilities Commission (CPUC) and understanding of Capital and O&M cost determination required
Electrical Utility experience required
Knowledge of using Microsoft Office software and SAP required
Expert Excel skills required
Preferred
Intermediate Power BI experience, including Power Query and DAX programming preferred
SAS experience preferred
