Training Division Chief

NEOGOV is seeking a Training Division Chief for the City of Albany Fire Department, responsible for leading training, safety, and professional development programs. Responsibilities

Supervises three or more assigned employees which includes scheduling and assigning work; mentoring, coaching, and training; developing work plans and reviewing work for completion; evaluating performance and providing necessary feedback to employees; setting work standards; imposing or recommending necessary disciplinary action; responding to grievances; and making or recommending hiring and termination decisions
Responsible for all Fire Department emergency services training programs. Maintains training program in compliance with applicable local, state, and federal policies, protocols, and regulations
Develops, implements, and evaluates training program and emergency operations curriculum, and schedules. Responsible for Training Program committees
Oversees the development of program area budgets and administers approved budget funding for areas of responsibility. Procures and manages the training program equipment and supplies
Responsible for Department's safety and health program, acting as Health and Safety Officer as defined by NFPA (National Fire Protection Association)
Conducts inspections of equipment, facilities, and emergency operations as needed to ensure safe, efficient, and effective operations
Partners with the Operations Division to support safe practices and risk reduction through training initiatives
Develops standards and monitors quality and effectiveness of training in areas of responsibility
Develops and administers contracts with individuals, agencies, and organizations. Responsible for supervision and coordination of fire and EMS training requests from outside agencies
Assists in investigating and resolving complaints related to program areas of responsibility
Represents department in interactions with other public agencies and citizen groups; makes presentations related to program area responsibilities
Maintains knowledge and awareness of current training standards, procedures, methods, equipment, and practices on a local, state, federal, and industrial level; participates in professional development necessary to maintain skills and knowledge
Establishes, promotes, and maintains positive working relationships while promoting the Fire Department's mission, vision, and value statements
Responds to fire, medical, and other emergencies; operates within the Incident Command System, as Incident Commander, Safety Officer, or other staff position; and provides emergency medical care and transportation
May function in the City Emergency Coordination Center (ECC)
May supervise emergency services operations in the absence of shift Battalion Chief
Protects the privacy of all patient information in accordance with department privacy policies, procedures, and practices as required by federal and state law, and in accordance with general principles of professionalism as a healthcare provider
Accesses Protected Health Information (PHI) and other patient information only to the extent that it is necessary to complete job duties
Expected to report, without the threat of retaliation, any concerns regarding Department policies and procedures on patient privacy and any observed practices in violation of those policies to the designated Privacy Officer
Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regards everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner
Works to create a high-performance work culture by demonstrating a positive attitude and modeling the City’s mission, vision, and values. Conducts self with high integrity, proactive in conserving City resources, and seeks and incorporates customer feedback for ongoing performance improvement. Serves as a member of various City committees as assigned
Assists other staff in the performance of their duties as assigned; and may provide training and orientation to new assigned personnel
Maintains regular job attendance and adherence to working hours may be required to work after hours or weekends and holidays responding to emergencies
Adheres to appropriate attire, grooming, and hygiene standards established for the position
Operates a motor vehicle safely and legally
Performs other related duties as required/assigned

Qualification

Required

An associate degree in Fire Suppression, Emergency Medicine, or related field
Six years of experience as an active firefighter/EMT with a structural fire agency, including five years of experience as a supervisor, manager, or training officer with a structural fire agency
Current EMT license
NFPA Fire Officer I certification
NFPA Instruction I certification
Must meet the City's physical qualifications and pass a background check, medical and psychological exams, and drug screen prior to appointment at the entry level
Use of cigarettes is prohibited, and the use of any tobacco product is prohibited while involved in City of Albany events
Must possess and maintain a current Oregon EMT - Basic certification
Must possess and maintain current NFPA Fire Officer I and NFPA Instructor I certifications
Must obtain and maintain applicable medical standing order privileges from the Fire Department Medical Director
Subject to callback for emergencies and Duty-Officer standby coverage. Must reside within 30 minutes of an Albany Fire Station within one year of accepting position. Alternative requests subject to Fire Chief approval
Possession of or ability to obtain a valid Oregon driver's license and a driving record that meets the City's driving standards
The individual shall not pose a direct threat to the health or safety of themselves or others
