Sr. Project Manager –State of Texas Programs
Neos Consulting Group is seeking a Senior Project Manager for a contract role with their client in Austin, TX. This position involves overseeing a multi-year program to support TFC's Sunset Review, managing project deliverables, and collaborating with various stakeholders to ensure compliance with state and federal standards.

Responsibilities
Collaborating seamlessly and smoothly with TFC program areas to support the goals of the SPIP team
Development and publication of project management documents and deliverables in compliance with DIR Project Delivery Framework directives
Working seamlessly and smoothly with various stakeholder areas to ensure that processes, policies and performance management methods are compliant with state, federal, and other applicable agency standards
Establishing a strategic roadmap for initiatives in coordination with the Executive Steering Committee and all divisions of TFC
Establishing timeline and requirements for successful execution of the program. Coordination with key stakeholders and sponsors to obtain approval of Project Charter and deliverables
Creation of project management deliverables necessary for this project
Risk identification and coordination of mitigation and resolution with project leadership
Ensuring constant communication with the Executive Steering Committee and all stakeholders to function as a blended, partnered team

Qualification
Required
10 years Required – Project management experience for large scale enterprise implementations
PMP Certification is required
10 years Required – Performs highly complex (senior level) business analysis work
10 years Required – Excellent communication skills, both verbal and written
10 years Required – Experience in developing clear, concise project documentation
8 years Required – Demonstrated, successful delivery of projects at a state agency
8 years Required – Progress monitoring to plan through effective use of risk management practices
8 years Required – Leading analysis, recommendations and implementation of large scale process improvement projects at a Texas State Agency with a high level of complexity involving multiple stakeholder groups
8 years Required – Expert problem resolution skills. The ability to develop, document, and execute work plans
8 years Required – Tracking full project budget and schedule, risks, scope and quality using advanced project management software
5 years Required – Experience with Texas State Audits conducted by SAO, Internal Audit divisions and Federal entities
5 years Required – Experience in building and managing teams with the ability to motivate individuals to excel and exceed expectations
3 years Required – PMP CERTIFIED (ACTIVE)
3 years Required – Project management experience with a Texas State Agency
3 years Required – Experience with MS Project, MS Office, Visio, and other status reporting tools
Preferred
5 years Preferred – Experience with Texas procurement and contract management
5 years Preferred – Effectively manage resources in a mixed functional and matrixed project environment
5 years Preferred – The ability to develop, document and execute project management plans, work plans and quality plans
5 Years Preferred – State Of Texas Project Delivery Framework
2 years Preferred – Experience with the Sunset Review process
