Responsibilities

You will direct manpower surveys, analysis and related reviews to improve organization, staffing and productivity
You will develop new ways to measure program accomplishments, results and effectiveness
You will assist in preparing Program Objective Memorandum (POM) issue papers as part of the Programming, Planning, Budgeting and Execution (PPBE) process, as deemed appropriate
You will ensure military manpower is correctly allocated over seven fiscal years to the correct force structure and funding category
You will manage manpower requirements and allocation of active-duty, reserve, civilian and contractor resources within the command
You will advise on complex issues to senior leaders regarding activities, policies, guidance and specific procedures relative to joint military and civilian manpower programming actions
You will assist the organization with programming, analysis, and control of funds; evaluates program funding plans and their execution, identifying actual or potential problem areas

Required

Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
Successful completion of a pre-employment drug test (including marijuana) is required
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Preparing and presenting high level briefings of objective analysis
Specialized experience must demonstrate the following: Designing and conducting complicated management surveys, reviews, manpower studies, and research projects
Specialized experience must demonstrate the following: Preparing Program Objective Memorandum (POM) issue papers as part of the Programming, Planning, Budgeting and Execution (PPBE) process
Specialized experience must demonstrate the following: Developing funding guidance for subordinate activities and participates with management in fiscal planning
