Network Engineering Unit Manager
The California Franchise Tax Board is seeking a Network Engineering Unit Manager to serve as the senior technical and operational leader for their enterprise telecommunications infrastructure. Responsibilities
Serve as the senior technical and operational leader for FTB's enterprise telecommunications infrastructure
Oversee the success of all network, wireless/radio, and data communication services across a multi-state environment
Provide strategic direction, technical leadership, and policy guidance for the Network Engineering Unit
Lead a team of Telecommunications Engineers and IT Specialists in designing, implementing, and maintaining mission-critical infrastructure
Collaborate with Infrastructure Services Bureau leadership and peer Unit Managers to deliver secure, reliable, and scalable network solutions
Participate in enterprise governance and contribute to department-wide initiatives, including compliance with the Federal Communications Act and other regulatory frameworks
Guide the development of network recovery plans, standards, and performance objectives
Qualification
Required
Have a deep understanding of telecommunications and network engineering principles
Be passionate about leading technical teams and mentoring others
Thrive in complex environments with high operational demands and evolving technologies
Be skilled in strategic planning, risk management, and cross-functional collaboration
Stay current with emerging technologies and industry trends through continuous learning
Be comfortable working with executives, technical teams, and external stakeholders
Be flexible and responsive to operational needs, including off-hours support and incident resolution
Be committed to delivering high-quality services that support California taxpayers and public programs
Preferred
Extensive experience managing complex telecommunications systems across multiple locations or states
Proven leadership in guiding technical teams, including engineers and IT specialists
Deep understanding of network engineering principles and electronics theory
Demonstrated success in leading infrastructure projects and technology refresh initiatives
Familiarity with federal telecommunications regulations, including the Federal Communications Act
Experience supporting mission-critical systems with 24x7x365 availability requirements
Strategic planning skills with the ability to set and achieve long-term engineering goals
Strong budget management and resource planning capabilities
Analytical mindset for evaluating unit performance and implementing optimization strategies
Effective collaboration with internal units, external vendors, and stakeholders
Knowledge across IT domains such as system engineering, security, and project management
Experience implementing and supporting SIM and SAM policies
Commitment to staying current with emerging technologies and industry best practices
Excellent communication and interpersonal skills for influencing policy and driving change
