Systems Architect
The City of Eugene is seeking a strategic and experienced Systems Architect to lead the design and integration of enterprise-level IT systems that support municipal operations and public services. This role is critical in ensuring that the City’s technology infrastructure is secure, scalable, interoperable, and aligned with both current and future needs of residents, departments, and regulatory bodies.

Responsibilities
Plan, design, and maintain the City’s enterprise architecture, ensuring alignment with strategic goals, fiscal responsibility, capacity planning, security and supportability, and compliance with regulations
Develop and document system architecture standards, policies, procedures, roadmaps, and integration strategies to cover the breadth of City department requirements
Develop and deploy methodologies for testing systems performance and providing systems performance statistics (including KPIs) and reports
Develop and implement monitoring and workflows for actionable items from monitoring tools
Lead modernization efforts including cloud consolidation and migration, legacy system transformation, and digital service delivery to citizens
Design for a future-ready state including AI and other emerging technologies
Conduct research and make recommendations on products, services, protocols, and emerging technologies in support of system development efforts, and recommend technologies that will increase cost effectiveness, resilience, performance, and system flexibility and availability
Collaborate with DevOps teams to ensure system performance, security, and scalability objectives are met and CI/CD pipelines are optimized
Provide technical leadership and take an advisory role with regards to the City’s systems and interconnectivity
Collaborate with cybersecurity team to establish security principles and ensure systems meet cybersecurity, data privacy, accessibility, and compliance standards (CJIS, HIPAA, PCI, ADA, NIST)
Lead root cause analysis in system design for major incidents
Perform other duties, as required
Qualification
Required
Six years professional-level experience in a secure network environment, including project management, analysis, procurement, installation and maintenance of systems and server architecture
Bachelor's degree from an accredited college or university with major course work in Computer Science, computer systems engineering, information technology, or a closely related field
Must pass a criminal background check
Valid Oregon driver's license (or, the ability to obtain by date of hire); must pass driving records check and, if hired, maintain a driving record that meets the City's standard
Possession of or ability to obtain Certified System Architect (various sources)
Possession of or ability to obtain Azure Solutions Architect
Possession of or ability to obtain CISSP
Possession of or ability to obtain TOGAF
Preferred
Experience working in or with public sector organizations, preferably municipal or state government
Knowledge of ITIL practices and enterprise architecture planning/design tools

The City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS).
The City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.
