Responsibilities

Researches best prices, availability, and determines the best way to expedite procurements
Organizes procurement request data, provides advice to requisitioning departments/individuals, and reviews requisitions for accuracy prior to processing purchase orders and company credit card orders
Reviews and analyzes quotes for procurement specifications and terms and conditions
Processes procurement documentation up to a predefined authority level
Communicates procurement status to vendors and develops bidder and commodity databases and other libraries of relevant information
Works independently to award purchase orders and small contracts
Follows procedures for one-time, sole-source, and other specialized bid requests
Confers with vendors to obtain price and product information
Applies bonding, insurance, licensure, and other specialized procurement requirements
Develops, manages, and awards all solicitations, up to the designated approval level
Supports the evaluation process for all bids
Works with management to maintain and update bidding rules as needed
Works with management to coordinate complex or intricate procurements and contracts
Assists with cost analyses, supplier comparisons, and reporting on bid outcomes
Manages the vendor desk, ensuring vendor setups are conducted in accordance with company policy
Ensure procurement activities comply with internal policies and applicable company regulations
Acts as a primary point of contact for company procurement
Independently represents the procurement group in meetings with vendors, internal stakeholders, and community members
Develops specifications and works to standardize material being procured
Communicates with suppliers to obtain favorable pricing, lead times, shipping, and terms and conditions
Identifies new cost-saving opportunities and proposes those options to the appropriate personnel
Leads company/vendor dispute resolution
Maintains/improves procurement and requisitioning controls, including prompt payment to vendors and application of standards for cost, quality, and delivery
Provides training and helps explain the procurement process to company employees, including approval of specifications, introduction of new vendors, vendor packets, products, and services
Accompanies supervisor and other staff on vendor site visits
Creates, expands, and maintains professional and productive working relationships with peers and stakeholders
Works collaboratively with colleagues and fosters a spirit of cooperation and inclusion in the workplace
Performs other such duties as may be requested or assigned to fulfill the needs of United Power in the interest of good management practice

Required

Graduation from an accredited college or university with a baccalaureate (four-year) degree plus four to six years of experience in procurement, large-scale commercial or governmental procurement preferred; or an equivalent combination of education and experience
Must possess a valid Colorado Driver's License or have the ability to obtain one
Demonstrated expertise in exercising independent complex/intricate procurements under minimal supervision
Demonstrated ability to use and implement financial computer systems
Proficiency in Microsoft Office (especially Excel, Word, and Teams)
Advanced understanding of non-discriminatory contract terms and conditions
Ability to manage multiple tasks and meet deadlines
Ability to use standard technology and standard office productivity systems
Good written and oral communication skills
Knowledge of procurement, contracts, and supply chain research techniques sufficient to be able to determine what information is needed, gather and analyze desired information, and formulate recommendations
Skill in applying existing guidelines or creating innovative approaches to the development and modification of work plans, methods, and procedures for procurement functions
Strong attention to detail, organization, and analytical skills related to reviewing requests and documentation for accuracy and completeness

Preferred

Experience with a wide variety of procurements is preferred
Possession of a Certified Professional (CPP) or Certified Professional Supplier Management (CPSM) or other industry-recognized certification is preferred
