VIDA PROGRAM MANAGER
Santa Rosa Community Health is seeking a VIDA Program Manager responsible for the administrative oversight of HIV, HCV, and other medical and support services. The role includes grants administration, supervision of program staff, and collaboration with community agencies to enhance sexual health services for HIV-affected patients.

Responsibilities
Monitors HIV service contracts ensuring that goals, objectives and deliverables are met. Ensures that services are in compliance with Ryan White and other grant requirements and in alignment with the goals of the National HIV/AIDS Strategy. Keeps abreast of legislative changes that impact grant requirements
Develops programmatic policies and procedures and works closely with Clinic Manager to implement and evaluate effectiveness of policies, procedures and systems
Leads quality improvement program ensuring that the HIV Program systematically measures the achievement of program objectives, the impact of the program, and also systematically tracks work plan activities and accomplishments
Maintains ongoing contact with HRSA Project Officer and California State Office of AIDS staff
Evaluates changing community demographics and trends in clinic usage, services utilization, community needs, etc. and conceptualizes new programs to improve HIV service delivery and serve community needs. Develops, expands, and supports a comprehensive, coordinated system of HIV care which increases access and retention to comprehensive, culturally and linguistically competent, and coordinated primary medical care
Monitors VIDA systems to ensure they function optimally, including workflows, electronic health record and data systems
Assists in the development of new grant proposals and Ryan White grant renewals to improve the system of care. Ensures systems are in place for the SRCH HIV program to maximize collections and reimbursement for costs in providing HIV-related care
Oversees PrEP and PEP workflows and HIV counseling, testing, referral efforts at SRCH to identify diagnosed and undiagnosed HIV positive individuals in the target populations and ensure they are linked into primary medical care and retained in care
Monitors the development and expansion of viral hepatitis prevention, treatment and care within VIDA’s operations at different clinic sites including workflows, electronic health records, data and reporting systems function optimally
Supervise and develop non-clinical staff. Provide leadership for the department including direction, training, performance management and development of all assigned staff. Must be familiar with the Collective Bargaining Agreement in the supervision of any union-represented staff. Responsible for timely, accurate submission of timekeeping processes to payroll
Develops an annual staff-training plan that meets contractual requirements and staff needs
Works in collaboration with Clinic Manager to support effective clinical service provision for HIV patients
Ensures the involvement of consumers in planning, implementing, and evaluating the SRCH HIV Program. Encourages the participation of community volunteers and consumers in promotion and implementation of HIV program outreach activities
Represents the HIV program in public forums and meetings, including AIDS Commission and HIV Service Providers
Collaborates with the North Coast AIDS Education and Training Center for HIV-related trainings for clinicians and staff
Serves as liaison with the Sonoma County Department of Health Services and networks with other organizations in the community involved in providing HIV care
Participates in planning and organizing special events and community meetings to promote the HIV System of Care in the community
Attends regional and national Ryan White meetings as required
Participate in ongoing training
Qualification
Required
Bachelor's degree in Human Services, Public Health, Social Work or a related field preferred or equivalent work experience
Two to three years' experience in clinic operations
Experience with non-profit agencies, preferably agencies involved with caring for HIV infected individuals
At least one year supervisory experience in a healthcare services environment preferred
Demonstrated experience implementing grant requirements
Demonstrated leadership skills: team building, strong communication skills, and ability to motivate staff
Excellent organization, time management and follow-up skills; demonstrated ability to successfully handle multiple projects concurrently; ability to work independently
Excellent interpersonal and oral communication skills
Demonstrated commitment to working collaboratively as part of multi-disciplinary teams and the skill to lead, influence and motivate others
Demonstrated sound judgment and problem-solving skills
Proficiency with Microsoft Office applications including Outlook, Word, Excel and PowerPoint
Ability to work in a fast-paced environment
Demonstrates knowledge of compliance issues within the community clinic environment
Demonstrates a willingness to report any incident that is unusual or incompatible with accepted clinic procedures
Maintains confidentiality of patients at all times by complying with HIPAA policies
Sensitivity to and willingness to interact with persons of various social, cultural, economic and educational backgrounds
