Director of Engineering

PRADCO is seeking a Director of Engineering to oversee all engineering functions for the city. The role involves managing engineering personnel, directing capital improvement projects, ensuring compliance with regulations, and providing technical support to city departments.

Responsibilities

Directs the operations of the Engineering Department, sets goals and expectations of the subordinate managers, and the department
Carries out managerial responsibility for Department in accordance with policies, procedures, and applicable laws, including interviewing, hiring, and training staff; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems
Manage and oversee the design, review, public involvement, environmental, right of way, utility, bidding, construction, maintenance, alteration, and inspection and close out phases of basic to complex roadway, bridge, culvert, utility, intersection, subdivision, and civil site plans and projects
Develops the annual budget, including reviewing budget expenditures and requesting revisions to meet operational needs; reviewing budget requests and making decisions on organizing projects to remain within budget; and consulting with financial staff regarding budget matters
Aligns the department’s operations, goals, and performance with City-wide strategic plan
Provides plan review and approval processes of residential subdivisions, private and commercial developments, including plats, easements, plans, stormwater management reports, traffic impact studies, and stormwater pollution prevention plans, and other associated studies, calculations, and reports
Plans and implements utility master planning in support of economic growth, system reliability & resiliency
In collaboration with the Department of Public Service, ensures compliance with MS4, NPDES, CMOM and other regulatory obligations of the city
Coordinates construction activities impacting surrounding region with applicable local, state and federal governments and organizations. Prepares contracts, specifications and legal notices for receiving bids and letting contracts
Advises various councils, boards, commissions, city departments, and elected officials in Engineering related issues
Assists with the updates and maintenance of the City’s ADA transition plan
Own the reliability, availability and performance of engineering services, and drive a culture of operational excellence and continuous service improvement
Build and maintain high-performing, inclusive teams with clear ownership and well-defined responsibilities
Updates Engineering and Construction Standards, prepares and evaluates RFQ’s for consultant selection and supervises the proper organization and maintenance of documents, records, drawings, plans, maps, etc
May serve as backup for other positions within the department
Performs other related duties as assigned

Required

Bachelor of Science degree from an accredited four-year college or university in Civil Engineering
Seven (7) or more years of progressively responsible experience in a work environment that would demonstrate effectiveness in leading engineering projects
At least two (2) years of supervisory experience in local, state, or federal government
Current and valid Ohio driver's license with an acceptable driver's abstract in order to meet criteria for insurability established by the City of Gahanna
Knowledge of civil engineering principles, practices, concepts, procedures, and methods
Current technical understanding of hardware and software requirements, best practices and innovative technology service delivery as it relates to a municipal and/or government enterprise
Knowledge of traffic signal, water, wastewater, and storm water management systems
Knowledge of general construction practices, methods and procedures
Knowledge of city property surveys, plats, acquisitions and disposal of properties and vacation of easements as required
Knowledge of municipal government structure and processes
Knowledge of managerial principles, concepts, practices, and procedures
Knowledge of all applicable state, federal and local ordinances, laws, rules and regulations
Knowledge of administration of staff and activities, either directly or through subordinate supervision
Knowledge of all computer applications and hardware related to performance of the essential functions of the job
Knowledge of budget development policies and procedures
Knowledge of department organization, standard operating guidelines and policies, rules, and regulations
Skill in AutoCAD, GIS, and computer aided design software
Skill in using basic software such as Word, Outlook, Excel, and PowerPoint
Skill in communicating orally and in writing with internal staff, citizens, and other departmental staff in order to give and receive information in a courteous manner
Skill in planning, organizing, assigning, directing, reviewing and evaluating the work of staff
Skill in selecting and motivating staff and providing for their training and professional development
Skill in project management to include planning, collaboration and completion of technology related projects
