Test Engineer / System Developer
Noblis is helping the FAA manage large and complex telecommunications and information management programs. The Test Engineer will design, develop, and implement testing processes and methodologies for the Identity and Access Management (IAM) system, ensuring its functionality and security.

Responsibilities
Support the ongoing design, development, deployment, and maintenance of IAM, including:
Develop test plans, procedures, and reports to evaluate the functional capabilities, availability, security posture, deployment, and other aspects of the IAM system
Develop scripts, software, data sets, and other assets required to fully evaluate the IAM system
Work in an Agile environment to support design, development, test, and deployment IAM Phase 2 and beyond
Support maintenance and upgrades of IAM deployment automation using Ansible
Support deployment and upgrades to F5 Networks Global Traffic Managers (GTM) and Local Traffic Managers (LTM)
Support migration of IAM to containers
Review and develop documentation to include, but not limited to: requirements documents, interface description documents, training material, technical instruction material, maintenance plans
Prepare and review program technical documentation
Experience with all areas of certificates and implementation & operation of PKI
Experience with Key Management and Certificate enrollment/revocation processes
Fluency in security & encryption terminology
Qualification
Required
Bachelors in Engineering, Computer Science or related and 9 years of experience
Masters degree in Engineering, Computer Science or related and 6 years of experience. It is also at the discretion of the government customer to approve the tradeoff request
Highschool Degree and 15 years or relevant experience. It is also at the discretion of the government customer to approve the tradeoff request
Proficiency in creating detailed test plans and procedures that ensure comprehensive test coverage and alignment with project goals
Experience with various testing methodologies, including development and operational testing
Familiarity with Linux environments, including strong knowledge working at the Linux Command Line Interface (CLI), with the ability to navigate, configure, move files and troubleshoot within the operating system
Experience with Linux-based tools and Ansible and Bash Scripting to enhance and automate repetitive actions
Devops experience using Continuous Integration/Continuous Delivery (CI/CD) test automation tools, orchestrators and applications, including but not limited to Python, Ansible, Saltstack, Playwrite, Terraform, Jenkins and Selenium
Demonstrated experience in interpreting complex requirements and verifying that they are met through testing
Preferred
Knowledge of the Federal Aviation Administration (FAA)
Knowledge of the FAA National Airspace System (NAS)
Strong logic/reasoning skills (e.g., can understand/analyze requirements, and identify logical gaps)
Experience conducting and participating in technical interchange meetings
Strong, clear verbal and written communication skills
