ENVIRONMENTAL PROGRAM MANAGER I (SUPERVISORY)

Caltrans District 3 is part of the State Water Resources Control Board, which works to preserve and enhance California’s water resources. Required

Candidates must possess essential personal qualifications including integrity, initiative, dependability, good judgment, the ability to work cooperatively with others, and the ability to perform the assigned duties of the class
Must have Environmental Program Manager I (Supervisory) list, transfer, or reinstatement eligibility and be reachable on the certification list
An applicant with a college degree obtained outside the United States that does meet accreditation standards must have education records evaluated by a credentials evaluation service
You are required to complete employment history on the application form (STD. 678), including work experience, dates, hours worked, contact names and phone numbers of supervisors on the state application

Preferred

Knowledge and experience in managing a multidisciplinary team of engineers, geologists, and scientists; planning and prioritizing work; developing and adhering to schedules; and meeting work commitments
Collaboration knowledge and experience working in teams, leading teams, managing group discussions, and integrating different ideas and views to facilitate decision-making
Strong written communication skills and experience. Experience writing and constructively editing clearly, precisely, and concisely, using correct grammar and appropriate style
Strong oral communication skills and experience. Experience giving clear, informative, and engaging presentations to professional audiences. Experience articulately representing an agency in almost any venue
Knowledge of water quality standards set forth in federal and State laws, regulations, and policies
Knowledge of and experience with critical San Francisco Bay water quality issues, including nutrients, contaminants of emerging concern, beneficial reuse of treated wastewater, climate change, and wet weather, including stormwater
Knowledge of National Pollutant Discharge Elimination System (NPDES) laws, regulations, and guidance
Experience in NPDES permitting programs
Knowledge of federal and State laws, regulations, policies, and guidance related to enforcement of water quality requirements
Experience coaching, mentoring, and providing constructive feedback; maintaining staff morale; and undertaking personnel actions
