Enterprise Quality Program Analyst

Responsibilities

Develop, implement, and evaluate comprehensive enterprise testing strategies for Medicaid systems
Oversee and manage testing services procurement, vendor performance, and testing activities across multiple project phases
Act as the primary quality assurance liaison between the agency, contractors, and support teams, ensuring testing results meet project objectives
Design and monitor metrics and KPIs to assess testing program effectiveness, tracking progress and issue resolution
Lead test analyst activities, including test case development, execution, and evaluation for functional, performance, and regression testing
Support system integration, web-based application testing, and data warehouse verification, including report testing and SQL query validation
Supervise and coordinate with testing teams to ensure quality standards are maintained throughout the system development lifecycle
Collaborate with subject matter experts and project managers to identify risks, scope testing opportunities, and implement mitigation strategies
Ensure compliance with federal standards such as MITA, MECL, and Medicaid enterprise certification requirements
Manage and oversee the quality management plan from vendors, ensuring adherence to project timelines and quality benchmarks

Required

5–7 years of experience in quality assurance and test management within complex IT systems
3–5 years developing test strategies for large-scale business applications, including functional, performance, and regression testing
3–5 years managing multi-vendor project teams and coordinating with diverse stakeholders
3–5 years conducting data warehouse and report testing, with proficiency in writing complex SQL queries
1–2 years of experience working with Snowflake or similar cloud data platforms
Strong understanding of systems development life cycle (SDLC), agile methodologies, and software design patterns
Excellent communication skills for engaging with technical and non-technical audiences
Proficiency in Microsoft Office Suite, especially Excel, Word, PowerPoint, and SharePoint
Ability to work effectively under pressure, meet deadlines, and handle ambiguity independently
Relevant bachelor's degree in computer science, information systems, or an equivalent combination of education and experience

Preferred

Expertise in automation testing concepts and tools
