Project Manager CIP & Sales Tax Project Group- Public Works

Responsibilities
Keeps the mission, vision, and values of the City of Port St. Lucie at the forefront of decision making and action, builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust, provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations
Reviews plans, calculations, permits, and other documentation related to municipal construction projects for conformance with applicable City requirements and general good engineering practices
Responsible for timely preparation and management of correspondence and database records associated with CIP & Sales Tax projects
Participates in other evaluation-based committees
Responsible for conducting research, responding to citizen comments, and preparing written summaries
Make field inspections to verify or gather information on existing conditions, design alternatives, and the progress of Capital Projects construction
Responsible for preparing or evaluating written reports or spreadsheets for various engineering-related subjects as they apply to the CIP & Sales Tax Group, CIP projects, or the department
Serves as the back-up to the Manager(s) and Administrator(s) and may at times provide directions to Project Coordinators to support various project needs
Responsible for the management of assigned CIP projects, including but not limited to procuring design and construction services, managing consultants and contractors, mitigating cost and time overruns in both design and construction phases, and reviewing and approving change orders and schedules
Develops and maintains internal project management schedules and budget tracking records for each project and formulates written progress reports, able to be shared with executive management
Maintains the City’s CIP tracking software and maps as they relate to sales tax funded projects
Provides project updates, including schedule and budget status, monthly with project related photos
Observes the results of testing and inspections performed by Consultants, Contractors, or City Staff
Make presentations before the City Council, the City Manager, other departments, and the public
Reviews and confirms the accuracy of contractor pay applications, including review of the recommendations for payment submitted by CEI consultants
Reviews, evaluates, and reports to their supervisor and/or designee regarding construction schedules
Assists in the preparation of agenda items, change orders, amendments, and work orders
Serves as a liaison between the City, the public, developers, contractors, and other regulatory agencies, including Florida Department of Transportation (FDOT) and Florida Highway Association (FHWA) with regards to assigned CIP projects
May at times provide project direction or request project assistance from peers within the CIP & Sales Tax Group
Maintains familiarity with various grant funding agency requirements, May at times be required to provide grantors with monthly, quarterly, annual project reporting, financial reviews, and attend progress meetings
Qualification
Required
Graduation from an accredited college or university with a Bachelor's Degree of Civil Engineering, Construction Management, or related field is preferred
Minimum of five (5) years of progressively responsible experience in project management, construction, or related field, preferably with a public agency preferred
Possession of valid Florida driver's license and maintenance of clean driving record required
National Pollutant Discharge Elimination System (NPDES) Stormwater Management Inspector Certification, or the ability to obtain within nine (9) months from date of hire required
Florida Department of Transportation (FDOT) Advanced Maintenance of Traffic (MOT) Certification, or the ability to obtain within nine (9) months from date of hire required
Local Agency Program (LAP) Construction Checklist and Specifications Training Certificate of Completion from the Florida Local Technical Assistance Program (LTAP) Center, or the ability to obtain within (3) months from date of hire required
General knowledge of and ability to apply principles of planning and design to public roadways, sidewalks, stormwater projects, and infrastructure within the right-of-way
Working knowledge of the principles of budget preparation and monitoring
Working knowledge of regulatory agency grant programs, permitting processes and other requirements (FDOT, Florida Department of Environmental Protection (FDEP), South Florida Water Management District (SFWMD), etc.)
Knowledge of construction and capital improvements to infrastructure
Knowledge of professional survey and mapping industry standards
Knowledge of bidding and contracting procedures
Knowledge of Florida ecosystems and natural resources
Knowledge of the City's Code of Ordinances
Knowledge of the City's Engineering Standards for Land Development
Familiarity with FDOT standards and specifications
Familiarity with the FDOT Plans Preparation Manual
Skill in public speaking
Skill in the use of job-related mathematics, computerized drafting equipment, and drafting instruments
Ability to prepare written technical reports, estimates, critical path management, construction, and cost reports within time constraints
Ability to present project ideas and proposals graphically, orally, and written to staff, the City Council, other governmental agencies, and the public
Ability to read and interpret construction design plans at various stages of development, to prepare material take-offs and review as-built drawings, observe and analyze construction methods, to know and enforce construction standards and specifications, prepare field sketches and cost estimates, keep appropriate records
Ability to inspect projects to ensure that new construction is performed according to specifications, to note and report deficiencies and improper construction methods, to monitor job progress, to assure that field sketches and cost estimates are accurate, to practice and enforce good safety procedures, to present and maintain a high organizational image, and to maintain good public relations
Ability to establish and maintain effective working relationships with the public, consultants, City officials, and employees
Ability to stay positive and seek out meaningful solutions in all types of situations
Ability to model respect for individuals, teams, and the organization
Ability to adapt and overcome difficult situations, while staying centered and maintaining focus on problem solving
Ability to establish and maintain the trust and confidence of the department and public
Ability to work under pressure and meet deadlines

Ability to communicate effectively in writing and orally
Preferred
Graduation from an ABET accredited school is preferred
Training and Certification as a Project Manager (CPM) preferred
