Program Finance Analyst

Responsibilities

Support program financial planning, budgeting, forecasting, and cost control activities
Track and analyze program funding, burn rates, and cost performance against plans and baselines
Prepare and maintain financial reports, including monthly forecasts, variance analyses, and management briefings
Monitor labor costs, staffing plans, and indirect cost impacts
Support Earned Value Management (EVM) activities, as applicable
Partner with Program Managers to identify financial risks and opportunities and recommend mitigation strategies
Ensure financial data aligns with contract terms, funding authorizations, and customer requirements
Coordinate with contracts, accounting, and procurement teams on financial impacts and funding changes
Support invoice review, revenue tracking, and funding burn-down analysis
Maintain audit-ready financial documentation and support internal or external reviews
Assist with program start-up, re-baselining, and funding realignments as required

Required

U.S. Citizenship Required
Must have the ability to obtain / maintain a Public Trust clearance
Bachelor's degree and 8 years' experience or Masters degree and 6 years' experience or Associate's degree and 10 years' experience or HS diploma/equivalent and 12 years' experience
Experience in program finance, project controls, or financial analysis
Experience supporting government contracts or regulated programs
Strong proficiency in Excel (advanced formulas, pivot tables, financial modeling)
Ability to analyze complex financial data and present findings clearly to leadership

Preferred

Experience supporting FAA, DOT, or other federal aviation systems
Familiarity with EVM principles, cost control methodologies, or financial compliance requirements
Experience with financial systems such as Deltek Costpoint, SAP, Oracle, or similar ERP tools
Understanding of contract types (CPFF, T&M, FFP) and their financial implications
Ability to support multiple programs or workstreams simultaneously
