Director of Procurement Division
The Texas Department of Transportation is seeking an experienced and visionary procurement leader to join their team as the Director of Procurement Division. This role oversees statewide efforts by providing leadership, direction, and guidance for all purchasing activities, ensuring operations are consistent, compliant, and efficient to support daily and emergency operations.
Government Administration
Responsibilities
Advises departmental management on technical merits of programs, appropriation of resources, programs, and policies as they relate to departmental operations
Develop contracts for department emergencies
Develops, coordinates, and monitors purchasing budgets and as well as operating budgets
Ensures budget needs are included in Legislative Appropriations Requests (LAR)
Establishes, maintains and communicates purchasing management procedures in accordance with state statutes and directives
Oversees the statewide purchasing program including oversight of all purchasers
Represents the purchasing function at Historically Underutilized Business (HUB) development forums and assists in the achievement of Department goals for HUB participation in purchasing activities
Serves as a member of the Department's Emergency Operations Center and assists with procurement activities and coordination during emergencies
Works with Divisions and Districts to forecast needs and obtain contracts/purchase orders to meet those needs
Works with the Office of Civil Rights to set department goals for use of HUBs and to communicate goals and achievements to all department leaders
Works with the statewide fleet manager on equipment rental and purchasing
Performs other job responsibilities as assigned
Qualification
Required
Bachelor's Degree in Business or Public Administration, Management or related field
7 years of experience in professional purchasing management (Experience can be satisfied by full-time or prorated part-time equivalent)
Must have four (4) years managerial/supervisory experience
Valid driver's license
Certified Texas Contract Developer (CTCD)
Certified Texas Contract Manager (CTCM)
Applicants not currently licensed in the State of Texas, must obtain the required licenses from the State of Texas within Twelve (12) months of the date of hire and must sign an agreement to that effect as a condition of employment
