Procurement Supervisor

The State of Missouri is responsible for the purchase of products and services needed by state agencies. They are seeking a Procurement Supervisor who will manage and oversee the competitive procurement process, provide advice on procurement methods, and ensure compliance with state policies and guidelines.

Responsibilities

Procure a wide variety of procurements for commodities, services, and/or information technology projects, many of which are highly technical and require complex procurement standards and procedures such as negotiation, including conducting evaluations of bids received and leading evaluation teams of subject matter experts as needed
Determine which method of procurement process is appropriate to initiate and manage each specific procurement’s circumstances
Prepare detailed solicitation documents to solicit proposals from responsible vendors
Conduct pre-proposal conferences
Potentially train and supervise team of buyers by providing assistance and guidance in solving complex procurement problems, interpreting purchasing rules and procedures, and approving their bid documents
Advise and train user agency staff regarding state statutes, regulations, and procedures for the procurement of commodities, IT, and/or services
Receive general supervision from leadership; however, individual is expected to perform duties with considerable independence

Required

Bachelor's degree required. (Substitution on the bachelor's degree may be allowed if combined education and experience total 4 or more years of relevant procurement experience and college education)
Desirable for the candidate to have 5-7 years of relevant government procurement experience in addition to a Bachelor's degree
Successful background check results are required for employment in this position. This may include background checks involving a candidate's name and/or fingerprints and other screenings as needed for the specific position
Authorization to work in the United States is a prerequisite of employment. The Office of Administration will not sponsor applicants for work visas

Preferred

Comprehensive knowledge of state statutes and procedures of state government purchasing, specifically State of Missouri laws
Ability to obtain and evaluate competitive bids
Ability to secure, interpret, and analyze technical data, and to exercise sound judgment in arriving at conclusions
Ability to work independently in assessing and managing priorities
Effective written and oral communication
Ability to analyze facts, apply identified parameters, and draw conclusions
Self-starter who takes ownership of responsibilities
Organized and detail oriented
Adaptable to change, deadlines, and working with teams
Ability to establish and maintain effective working relationships with co-workers, agency staff, and vendors
Experience with computers, desktop applications including Microsoft Office products
Knowledge of SAMII, MissouriBUYS and SharePoint are preferred
