Responsibilities

Communicate frequently and openly with workers to identify issues and encourage effective problem-solving and continuous improvement
Develop personnel to effectively support operations, maintenance, project management, and safety management programs (for example- safety basis, pressure safety, electrical safety, and procurement)
Communicate with customers to define objectives, develop plans, and monitor progress to cost-effectively meet short and long-term customer needs
Provide engineering resources for facility and infrastructure management and project execution including system engineering and other engineering expertise using both centralized and deployed resources
Implement Conduct of Engineering (CoE) for facility sustainment, improvement, and modification, including oversight for Facility Design Authority Representatives within assigned areas
Serve as a Design Authority for Facilities and Site Chief Engineer as delegated by the ES Division Leader
Manage fiscal and personnel resources for assigned areas
Report directly to the ES Division Leader

Required

Demonstrated ability to develop individuals and groups, improve efficiency and organizational responsiveness, and continuously implement feedback and improvement is required
Significant record of success leading a technical organization to support facility operations, maintenance, system engineering, and projects to establish and continuously improve reliability and availability
Demonstrated experience professionally developing multi-disciplinary groups
Demonstrated success effectively interfacing with all levels of management, staff, and customers. Strong verbal and written communication. Expertise in negotiation and conflict resolution
Extensive technical experience implementing regulatory requirements and consensus codes and standards, including but not limited to ASME, IBC/IEBC, NEC, NFPA, and others
High-level experience developing and maintaining Engineering Standards for design, construction, commissioning and maintenance of facilities and systems, structures, and components (SSCs)
Expert knowledge of work planning and control, reliability-centered maintenance, and construction methodologies
Working knowledge of group financial management and business plan development
Position requires a Bachelor's Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation
This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities. This DOE Order establishes entry-level requirements to ensure employees in the positions can successfully perform the requirements of the job. DOE 426.2 requires a BS degree, 2 years of job-related experience and 1 year of non-reactor nuclear experience for technical support personnel who perform work independently at nuclear facilities

Preferred

Knowledge of LANL activities and operations including project execution and management, procurement, construction, environmental safety and health (ES&H), and quality assurance. For external candidates, experience in a similar facility campus environment is desired
Knowledge of LANL Engineering Standards Manual; LANL Conduct of Engineering procedures; and DOE Orders and Standards related to facility design, construction, and project management. For external candidates, knowledge of similar procedures, order, or standards regarding facility design, construction, maintenance, and project management in other locations would be applicable
Professional Engineering license (PE) from a recognized licensing board
