IT System Coordinator (ISS5)
The Oregon Department of Early Learning and Care is seeking an IT System Coordinator to oversee the design, implementation, and maintenance of the Oregon Early Learning Management System (ELMS). The role involves acting as a liaison between business users and IT, managing vendor relationships, and ensuring system functionality aligns with state and federal requirements.

Responsibilities
Oversee the design, implementation, and maintenance of a customized provider management platform called Oregon Early Learning Management System (ELMS) for the Child Care Licensing Division (CCLD)
Act as a liaison between the business unit end users and the ELMS technical support team
Accountable for learning and documenting business processes, and for performing analysis to create efficiencies in processes
Collaborate with agency training staff to create and facilitate end-user training for the use of this system
Responsible for minor configurations within the system
Perform analysis and make recommendations for requests for changes or enhancements to ELMS
Manage the solution vendor and coordinate with the DELC IT Application Administrator when development or configuration changes require testing and validation
Be the ELMS Product Owner and is responsible for recommending approval or rejection of releases or changes to IT Leadership, the ELMS Business Advisory Board, Change Control Board, and the DELC IT Change Advisory Board (CAB)
Provide technical assistance and consultation to ensure adherence to all applicable state and federal rules
Qualification
Required
(a) Four (4) years of information systems experience in: business analysis, business process modeling, procedure documentation, and/or system configuration; OR
(b) An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND two (2) years of information systems experience in: business analysis, business process modeling, procedure documentation, and/or system configuration; OR
(c) A Bachelor's degree in Information Technology, Computer Science, or related field may substitute for all of the above
Preferred
Expertise and demonstrated experience in business analysis, including business process modeling, procedure documentation, customer journey analysis, flowchart creation, etc
Expertise and demonstrated experience in system configuration, including report building, table changes, and user access management
Expertise and demonstrated experience in vendor and relationship management, including contract administration, procurement, Service Level Agreement (SLA) monitoring, etc
Expertise and demonstrated experience with complex communication, coordination, and collaboration with technical and non-technical staff, and partner agencies
