Responsibilities
Own and drive Agile delivery of enterprise ASP.NET MVC / .NET Core applications from planning through production release
Lead and manage cross-functional Agile teams (developers, testers, DevOps) of 10+ resources
Serve as the primary delivery authority, accountable for scope, schedule, quality, and risk
Implement and operate within Agile frameworks (Scrum, SAFe, Kanban, or Hybrid Agile)
Partner with technical leads and architects to ensure alignment with DevSecOps and CI/CD pipelines
Oversee release planning, sprint execution, dependency management, and delivery metrics
Manage delivery across multiple concurrent application initiatives
Operate effectively within hybrid contract environments (FFP and T&M)
Qualification
Required
15+ years total IT experience
5+ years leading Agile software development programs
Proven experience delivering enterprise web-based applications into production
Direct leadership of 10+ developers/testers
Demonstrated ownership of delivery outcomes, not oversight only
Hands-on experience with Scrum, SAFe, Kanban, or Hybrid Agile
Agile experience must be tied directly to application development, not operations or infrastructure
Strong experience with the Microsoft application stack
ASP.NET MVC and/or .NET Core
DevSecOps delivery model
CI/CD pipelines (build, test, and release automation)
Active or recent Secret clearance (or higher)
Clear documentation of Secret clearance eligibility
Preferred
Prior experience supporting federal law enforcement agencies
Experience managing multiple enterprise application portfolios
Familiarity with federal compliance and governance standards
Experience delivering under hybrid FFP and T&M contracts
