The California State Controller's Office is seeking an Analyst I to join their Disbursements Division, which is responsible for ensuring accurate and timely financial disbursements for the state. The role involves managing contracts, supporting the administrative team, and performing various analytical duties to uphold the Bureau's mission.

Responsibilities

Perform varied contracting duties and act as a resource to management on the contracting process
Analyze, adhere to, and implement SCO contracting procedures and update or create procedures for Disbursements Bureau
Work with vendors to resolve payment issues, tracking workflow status of contracts and activities performed by vendors
Identify, inspect, document, lead, and coordinate corrective actions taken by vendors in regard to non-compliance of contract specifications
Develop and manage Scopes of Work, contract budget, equipment and maintenance specifications, and appropriate contract attachments
Conduct informal solicitations and analyze, document, and verify bids for responsiveness and competitiveness
Perform market research for required services
Remain aware and responsive to changes in the Purchasing Authority Manual, State Administrative Manual, and State Contracting Manual rules, regulations and delegation requirements to ensure that contracts and procedures meet State standards
Perform duties and act as a resource to management related to Interagency Agreement (IAA) processes
Work with State agencies (programs), SCO Contracts and Procurement, SCO Budget and Accounting Office, Administration and Disbursements Division (ADD) Chief, Disbursements management, and the SCO Information Security Office to review, negotiate, approve, and execute IAAs
Work with the Departmental Accounting Office (DAO) to submit invoice documents to programs timely, and track that payments have been received
