Responsibilities

Develop, implement, and sustain assigned regulatory programs (e.g., Deliverables, Communication, Contract Readiness and performance evaluation, Policy Management)
Maintain program-specific policies, procedures, workflows, and documentation to support regulatory alignment and operational clarity
Manage program tools and platforms (e.g., Smartsheet, SharePoint, PolicyTech) for tracking, reporting, and communication
Facilitate coordination of complex or cross-functional activities, especially those involving regulatory deadlines or deliverables
Monitor regulatory changes and assess impact on assigned programs and processes
Escalate moderate to high-risk issues, including reputational risk, to Legal, Compliance, or Executive Leadership as appropriate
Maintain centralized resource sites and support materials for internal stakeholders
Lead programmatic and project-based initiatives within the Regulatory Affairs department
Collaborate with internal departments to evaluate and improve Regulatory Affairs existing programs
Create educational materials and guidance documents to support staff understanding of regulatory processes and expectations
Support the development and maintenance of department infrastructure and governance tools
Serve as an advanced resource to staff on regulatory processes, contract requirements, and program-specific protocols
Participate in cross-functional forums and collaborative initiatives with external partners (e.g., OHA, CMS, Health Share, CCO Oregon)
Perform work in alignment with the organization’s mission, vision, and values

Required

Minimum 5 years of experience interacting with federal and/or state regulatory agencies
Minimum 3 years of progressive experience in Medicare, Medicaid, or Managed Care
Minimum 2 years of experience facilitating or overseeing implementation of contract requirements
Extensive knowledge of managed care and the Oregon Health Plan
Strong knowledge of federal Medicare regulations and state Medicaid rules (OARs)
Knowledge of OHA contractual deliverables portal and processes
Excellent analytical, written, and verbal communication skills
Proficient in word processing, spreadsheets, and database tools
Strong relationship-building skills with internal and external partners to achieve desired outcomes
Skilled in negotiating and implementing complex reimbursement arrangements
Able to work independently with providers, provider groups, and other populations to resolve issues
Effective at organizing, prioritizing, and managing multiple projects and working under externally determined deadlines
Comfortable working with diverse individuals and groups
Capable of learning, evaluating, and acting on complex information
Receptive to direction and feedback; able to manage stress in dynamic environments
Able to maintain professional relationships across departments
Visual and motor ability to perform repetitive hand movements for up to 6 hours/day
Auditory and verbal ability to hear and speak clearly for 3–6 hours/day

Preferred

Bachelor's degree in business, Health Care Administration, Analytics, or related degree
