Responsibilities

Performs professional and technical work in the development, programming, testing, implementation, maintenance, and modification of City enterprise software applications across multiple platforms and technologies
Coordinates and/or conducts application design, development, evaluation, and testing projects; consults with City staff, management, and outside agencies to analyze City-wide and department business requirements, identify new or enhanced automation opportunities, and develop project scope, description, and implementation plans that resolve problems and/or improve efficiency; identifies, recommends, arranges, and works with consultant staff as needed for application development project work
Documents end user requirements; develops data flow diagrams and other systems documentation to create application specifications; analyzes current systems, application structures, and procedures to determine options for integrating new or enhanced applications into department systems operating environments and recommending/implementing system modifications; conducts systems walk-throughs and technical reviews
Performs applications programming duties; determines method of integrating new programming code into existing programs to meet user needs; codes, tests and de-bugs program modifications; implements automated processes, scripts, triggers, specialized views, and reports in response to user needs; writes scripts to extract data and troubleshoots issues as needed
Installs, maintains, and supports existing applications; installs or upgrades application software and hardware on personal computers; performs applications testing and documentation duties
Responds to client calls and requests for system/application help; troubleshoots hardware, software, database, and user-related problems; resolves application and programming errors
Writes documentation on new and enhanced applications including detailed descriptions and functional capabilities; prepares and updates user materials and procedures manuals; creates various reports, charts and other materials from multiple layers of data
Coordinates and conducts user training education and discussion sessions; participates in the creation of new courses and classes; recommends proper use and functionality of application; evaluates training courses to ensure they are effective
Conducts a variety of analytical and operational studies by selecting, adapting, and applying appropriate analytical, research, and statistical techniques; evaluates alternatives, makes preliminary and final recommendations, and assists with the implementation of procedural, administrative, and/or operational changes after approval; prepares comprehensive technical records and reports, identifies alternatives, and makes and justifies recommendations
Assists with other information technology specialty areas as needed
Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of information technology
Receives, investigates, and responds to difficult and sensitive problems and inquiries in a professional manner; identifies and reports findings and takes necessary corrective action
Performs other duties as assigned

Required

Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field
Four (4) years of progressively responsible professional experience in the development, programming, testing, implementation, maintenance, and modification of enterprise software applications across multiple platforms and technologies
Knowledge of applicable federal, state, and local laws, rules, regulations, ordinances, and City policies and procedures relevant to assigned area of responsibility
Knowledge of principles and practices of computer science and information systems
Knowledge of data management theory, principles, and practices and their application to a wide variety of services and programs
Knowledge of principles and practices of developing, installing, configuring, maintaining, troubleshooting, and monitoring information technology systems and infrastructure
Knowledge of operational characteristics of a variety of computer systems, networks and associated hardware, software, and related components
Knowledge of principles and practices of enterprise software implementation and management
Knowledge of principles and practices of application programming using a variety of programming languages
Knowledge of application design and development tools
Knowledge of various information technology platforms, operating systems, and software packages including word processing, spreadsheet, and reporting and scripting tools
Knowledge of project management principles including conception, initiation, definition, planning, launch, execution, monitoring, controlling, and close-out
Knowledge of principles and practices of project life cycles and vendor relationship management
Knowledge of methods and techniques of developing and writing technical documentation
Knowledge of principles and practices of customer service
Knowledge of methods of researching issues, evaluating alternatives, making sound recommendations, and preparing and presenting effective staff reports
Knowledge of recent and on-going developments, current literature, and sources of information related to assigned programs and services
Knowledge of modern office practices, methods, and computer equipment and applications related to the work
Knowledge of English usage, grammar, spelling, vocabulary, and punctuation
Knowledge of techniques for effectively representing the City in contacts with governmental agencies and various business, professional, regulatory, and legislative organizations
Knowledge of techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff
Ability to interpret, apply, explain, and ensure compliance with federal, state, and local policies, procedures, laws, and regulations
Ability to identify and analyze business needs for the purpose of proposing automation solutions for new service delivery methods, procedures, and techniques
Ability to apply the methods and techniques of application analysis, design, programming, and development
Ability to provide customer support in the implementation and maintenance of various software applications
Ability to detect, isolate, analyze, and resolve application hardware and software problems using logical and methodical processes
Ability to manage and monitor complex projects, on-time, and within budget
Ability to operate a variety of computer systems and equipment
Ability to create and develop various reports, charts, and materials
Ability to install, troubleshoot, and upgrade applications
Ability to create and develop technical manuals and documentation
Ability to analyze, interpret, summarize, and present administrative and technical information and data in an effective manner
Ability to conduct complex research projects, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports
Ability to organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines
Ability to use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines
Ability to communicate effectively in English, both orally and in writing
Ability to establish and maintain effective working relationships with those contacted in the course of work
