Equipment Analyst - Public Transit Department
The City of Phoenix Public Transit Department is responsible for managing local transit operations and is seeking a motivated Equipment Analyst. This role involves analyzing equipment and vehicle needs, advising management on equipment suitability, and overseeing the procurement and maintenance processes for transit vehicles.

Responsibilities
Preparing and reviewing detailed bidding specifications for procurement of new and replacement vehicles or equipment. Heavy-duty and light-duty equipment, alternative fueled vehicles, vehicle maintenance equipment, and operations support equipment
Coordinating vehicle inspections during the production process at the manufacturer's facilities and reviewing pilot vehicles
Ensuring equipment conforms with specifications
Processing payments and administering warranties
Performing modifications and enhancements to equipment upon arrival
Projecting future equipment and vehicle replacement requirements
Developing and administering the department's annual/multi-year vehicle replacement budget and inventories
Making recommendations to the City Budget and Research Department
Providing oversight of the accident repair process and quality of repairs performed
Writing reports to Department Heads, City Manager and Mayor/Council
Supervising activities of the vehicle acceptance/make-ready/decommissioning processes
Contracted vehicle maintenance oversight
Qualification
Required
Two years of experience in equipment analysis or related management analysis activities
Bachelor's degree in automotive engineering or industrial engineering or a closely related field
Other combinations of experience and education that meet the minimum requirements may be substituted
All finalists for positions are subject to a criminal background check applicable to the department or position
Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage
Preferred
Three years of experience using a computerized fleet information system
Three years of experience developing transit vehicle/heavy duty vehicle specifications and seeing through the procurement process and contract award for such vehicle acquisitions
Three years of experience working with Federal Transit Administration (FTA) regulations, including Buy America, pre-award/post-delivery audits
Three years of experience developing and maintaining fleet management plans and projecting fleet purchases
Five years of experience supervising contractors and staff
Experience with capital budget management
Experience with research and report writing
Experience with writing bid specifications
Experience with warranty administration
Experience with alternative fuel and fuel management
Experience with evaluating vehicle and equipment performance and repair
Experience with vehicle acceptance, make ready, and decommission of vehicles
Experience using Excel at an intermediate level to include skill in pivot tables and graphs
