State Agrarian Register (SAR) Data Analyst

They are seeking a Data Analyst to design and implement data management and reporting solutions, focusing on the State Agrarian Register (SAR) and its GSA module to improve data accessibility and decision-making.

Responsibilities

Design and implementation of reporting architecture
Develop and maintain the structure of analytical queries and reports, with special incorporation of geospatial outputs from the GSA module
Optimize algorithms for efficient data retrieval and processing, including spatial joins, overlay operations, and geospatial indexing
Automation of reporting and regulatory documentation
Configure templates and scripts for automated generation of reports and documents, ensuring integration with both tabular and spatial data
Ensure that generated outputs comply with regulatory and project standards, including geospatial reporting norms
Data validation and processing
Verify completeness, accuracy, and timeliness of incoming data, including parcel boundary layers, coordinate systems, and attribute tables
Clean, harmonize and prepare datasets for analysis, ensuring linkage between spatial and non-spatial datasets
Administration of online surveys
Design and manage beneficiary and stakeholder surveys, incorporating geolocation where relevant
Analyze survey results and present in formats integrated with SAR/GSA analytical framework
Configuration of mass email distribution
Develop and maintain templates for bulk mailings
Segment audiences (e.g. users of GSA module, regional offices) and monitor delivery and engagement metrics
Other tasks as assigned by the project management

Required

University degree in Data Science, Statistics, Economics, Agriculture, or a related field
At least 3 years' work experience in data analysis, preferably with UN/NGO
Working knowledge/fluency (Level C or native) of Russian and Ukrainian; limited knowledge of English (Level B or higher)
National of Ukraine or resident of the country with a valid work permit
Strong skills in data management, processing, and validation, including spatial and non-spatial datasets
Experience with database management and reporting/analytics software
Ability to design automated reports and dashboards
Knowledge of survey design, data collection, and analysis
Attention to detail and high accuracy in data handling
Ability to work under deadlines and adapt to changing priorities

Preferred

Familiarity with EU CAP/IACS requirements and geospatial reporting standards is an advantage
Proficiency and flexibility in using statistical software, especially R, Python, Stata, SPSS, SAS or similar (preferably open-source) software
