Environmental Trainee (35 Hour) Target Class: Environmental Analyst 1 #260128-0196ES-001
The State of Connecticut's Department of Energy and Environmental Protection (DEEP) is hiring an Environmental Trainee to support the Stormwater Permitting & Enforcement Program in Hartford, CT. This role involves managing permit authorizations, conducting site inspections, and preparing technical reports to ensure compliance with environmental standards.

Responsibilities
Manage Permit Authorizations: Review applications and process critical permits for stormwater discharges, ensuring all activities meet environmental standards
Ensure Compliance through Fieldwork: Move beyond the desk to perform on-site inspections and analyze field data to ensure permit compliance
Develop Professional Communications: Prepare clear technical reports and professional correspondence that translate environmental data for a variety of audiences
Drive Compliance Assistance & Resolution: Identify issues during inspections and work directly with management and facilities to follow up on enforcement and successfully close out compliance issues
Assist with Regulatory Actions: Assist with research and provide informed recommendations for administrative enforcement
Analyze Technical Plans: Evaluate engineering plans, process flow diagrams, and maps to ensure project specifications align with environmental requirements
Engage the Public & Stakeholders: Research and develop informative presentations for public hearings and meetings with key stakeholders, state and federal officials
Represent the Agency: May act as a liaison for DEEP, providing technical assistance to municipal, federal, and other state agency partners
Support Team Objectives: Adapt to new challenges as they arise, supporting the team’s statutory responsibilities with a focus on continuous improvement. May perform other tasks as necessary to meet DEEP’s regulatory and statutory responsibilities related to discharges
Qualification
Required
Knowledge of basic theories, principles and practices of environmental and policy analysis
Knowledge of basic statistics
Knowledge of environmental program planning principles and practices
Skills in interpersonal skills
Skills in oral and written communication skills
Skills in analytical skills
Skills in research and organizational skills
Ability to understand and interpret legislation and technical data
Ability to utilize computer software
Must have a valid driver's license
Preferred
A Bachelor's of Science or advanced degree in Earth Science or Physical Geography, Hydrology, Natural Resources, Environmental Informatics, Environmental Conservation and Sustainability, Chemistry, or an academic discipline that includes a laboratory science
Experience interpreting the Clean Water Act (CWA) or the National Pollutant Discharge Elimination System (NPDES) stormwater regulations
Professional or academic experience evaluating technical site maps, Stormwater Pollution Prevention Plans or Management Plans, or engineering plans and specifications
Professional or academic experience utilizing GIS (Geographic Information Systems) to track, analyze or identify environmental concerns or compliance
Experience drafting official environmental technical reports, enforcement actions, or regulatory guidance documents
Experience managing a portfolio of at least 2 or more active projects with overlapping deadlines and regulatory milestones
Experience reviewing and interpreting analytical data from a laboratory report to determine an environmental impact
Experience representing a public agency at a public hearing or experience conducting outreach to industry, advocacy groups or environmental stakeholders
