Management and Program Analyst, GS-0343-12, FPL 12 (DE)
The U.S. Department of Education's Office of Federal Student Aid (FSA) is responsible for administering federal financial aid programs. The Management and Program Analyst will perform analytical evaluations, improve productivity, and provide operational support to enhance program effectiveness and customer service.

Responsibilities
Performing analytical evaluations and preparing reporting to improve productivity, assessing program effectiveness, and streamlining operations by identifying redundancies and ensuring alignment with organizational goals
Analyzing and resolving complex student loan servicing issues, advising on operational efficiencies, collaborating across entities to address regulatory exceptions, and providing strategic insights to senior management on program effectiveness
Conducting quality analyses and performance tracking of loan servicing activities, identifying servicing breakdowns, and collaborating with Federal Student Aid offices to improve customer service and issuing resolution
Providing operational support and guidance to managers and partners, resolving inquiries and exceptions, analyzing loan servicing issues, and contributing to policy development and process improvements
Qualification
Required
You must meet all qualification requirements within 30 days of the closing date of this vacancy announcement
One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments: Experience managing multiple concurrent projects and programs effectively to support quality delivery, achieve strategic goals, ensure quality stakeholder engagement, develop short- and long-term objectives, determine strategies and measurements of success, and provide updates to leadership and stakeholders
Experience in interpreting and providing guidance for the implementation and maintenance of policies and regulations
Experience using data to develop dashboards, trends, and forecasts to inform the development and review of budgets, strategies, performance assessments, and presenting results to leadership and stakeholders
Knowledge of quantitative/qualitative techniques for analyzing and ensuring effectiveness, efficiency, and productivity of an organization
Ability to analyze and apply problem solving techniques to resolve identified issues and to communicate and collaborate with all levels, offices, and stakeholders
Skills in effectively communicating both written and verbally to effectively document and present issues, ideas, and suggested improvements to multiple stakeholders
Education cannot be substituted for experience for this position and grade level
