Responsibilities
Design, develop, test, implement, maintain, and support .NET-based applications
Enhance existing applications and resolve defects (break/fix)
Develop and deploy new applications aligned with business requirements
Provide Azure application development and support (App Services, Azure Functions, Web Apps, APIs)
Manage Azure storage services (Blob, File, Queue, and Table Storage)
Provide MS SQL database support including data design/modeling, coding, implementation, and maintenance
Develop SQL stored procedures, functions, and views
Support Azure SQL Database and Azure SQL Managed Instance environments
Manage source control and configuration using Azure DevOps and GitHub
Build and maintain CI/CD pipelines for automated deployments and release management
Perform change management and code promotion in collaboration with development teams
Partner with business stakeholders to gather system requirements
Produce work estimates and implementation plans
Perform system testing and facilitate User Acceptance Testing (UAT)
Provide analytical services to improve system performance and operational efficiency
Deliver regular status reports and detailed timesheets
Produce technical documentation including architecture diagrams, design specifications, data dictionaries, and user guides
Follow established IT processes and standards
Ensure compliance with agency security policies and procedures
Participate in disaster recovery planning and testing for mission-critical applications
Serve as a technical consultant to internal staff
Provide knowledge transfer and technical training as required
Fully developed and supported applications aligned with business objectives
Technical documentation and work plans
Monthly service and progress reports
Bi-weekly status updates and detailed timesheets
Successful completion of UAT and production deployments
Ongoing compliance with IT and security standards
Qualification
Required
7+ years of .NET development experience (C# required)
7+ years supporting enterprise-level software applications
7+ years in requirements analysis, solution design, and implementation
7+ years in configuration management using Azure DevOps and GitHub
7+ years facilitating UAT and producing delivery estimates
Strong experience with Azure App Services, Functions, Web Apps, APIs, and CI/CD pipelines
7+ years of experience with MS SQL Server (2019+), Azure SQL Database, and Azure SQL Managed Instance
7+ years of database design, modeling, development, and support
Advanced SQL development (stored procedures, functions, views)
7+ years working in structured change management and code promotion environments
Proven ability to identify operational efficiencies and improve IT processes
Strong communication and stakeholder engagement skills
Bachelor's degree in Computer Science or related field (or equivalent experience on a year-for-year basis)
