4+ years expEthire LLC is supporting the Indiana Department of Health’s Office of Data & Analytics by seeking a Business Operations Analyst. This role focuses on driving business operations best practices, financial oversight, and operational efficiency initiatives to meet agency priorities and data transformation goals.

Responsibilities
Manage and maintain accurate tracking of all ODA budgets; prepare and deliver financial reports to the Finance team as required
Advise leadership on optimal use of funds to support staffing, retention, and operational commitments
Support the development and execution of business operations strategies across ODA
Develop, maintain, and report on metrics to measure organizational performance, efficiency, and outcomes
Assist with drafting, reviewing, and updating job descriptions to ensure proper classification and alignment with operational needs
Collaborate with the Chief Data Officer (CDO), Deputy CDO, and ODA Directors to test and implement new systems, tools, and workflows
Prepare executive-level reports, dashboards, and presentations with insights and recommendations
Provide project coordination and communications support for high-priority business operations initiatives
Support quality assurance activities for ODA data products
Partner with the Office of Performance Excellence on agency strategic planning and KPI tracking
Support IDOH data transformation initiatives and related projects as assigned
Ensure compliance with HIPAA and state statutes related to data confidentiality and privacy
Perform additional duties as assigned to support ODA and agency objectives
Qualification
Required
Bachelor's degree or equivalent professional experience in business administration, operations, project management, or a related field
4+ years of direct experience in business operations analysis and/or project management
4+ years of experience working within a technical, data, or analytics-driven environment
2+ years of budget management experience
2+ years of DevOps or process-driven operational experience
Strong analytical, conceptual, and problem-solving skills
Exceptional written and verbal communication skills
Proven experience working in cross-functional, fast-paced environments with shifting priorities
Ability to build and maintain effective professional relationships with internal and external stakeholders
