Executive Director of Human Resources (2026-2027 School Year)

Harrisonburg City Public Schools is seeking an Executive Director of Human Resources to enhance the quality of instruction through effective staff selection and assignment. Responsibilities

Plans, directs, and coordinates the recruitment of school staff
Develops and maintains positive relationships with all staff through active engagement
Coaches, collaborates, and actively supports building leadership and staff
Collaborates with leadership and/or leads crucial conversations and coaching conversations with HCPS staff
Coordinates administrative and supervisory participation in the personnel selection process and interviews and recommends qualified applicants to the Superintendent for job vacancies
Interprets and administers wage and salary schedules, and authorizes payment and/or adjustments
Supervises the preparation and adjustment of all employment contracts
Administers, supervises, and interprets license regulations and procedures; and notifies professional personnel of licensure renewal
Coordinates the H-1B Visa process and teacher license requirements, with legal counsel guidance, for non-US teacher applicants
Oversees all employee benefits offerings for the school division
Ensures compliance with employment, benefits, insurance, safety, and other laws, regulations, and requirements
Develops, revises, and implements the teacher evaluation model as defined by the VA DOE, in collaboration with Instructional Leadership, for HCPS
Develops and recommends updates to School Board Human Resources policies, regulations, and forms
Develops and maintains an active roster of qualified substitute personnel and homebound instructors
Monitors and administers claims for unemployment benefits and acts as designee of Division Superintendent in appeals of disputed claims
Develops and implements the budget for the human resource department
Acts as designee of Division Superintendent in conferences of non-renewal of contract of probationary teachers, grievances, and other due process hearings
Serves as the school division’s Compliance Officer to identify, prevent, and remedy prohibited harassment
Serves and the school division’s Title IX Co-Coordinator
Facilitates and coordinates transfer of personnel
Supports and provides account information to staff when considering VRS Retirement
Serves as an HRIS Administrator and plans, supervises, and maintains the systems
Interprets and administers school division personnel policies and regulations to employees
Collaborates with college and/or university educational placement offices and other school divisions to promote positive in/external organizational relations
Develops, supports, and collaborates with Instructional Leadership in the new teacher induction program
Conducts surveys, investigations, and research and interprets and distributes results, as requested by the Superintendent
Reports on the status of Division programs and services at the request of the Superintendent
Prepares and submits reports as requested or required by the Virginia Department of Education
Supervises staff assigned to the Human Resources department
Stays informed of current Human Resource trends and programs for public schools in Virginia
Attends appropriate regional, state, and national conferences in the interest of improving school human resources practices
Remains current with all local, state, and federal laws, policies and regulations that impact the school division
Attends school board meetings and provides reports on the status of programs and services in areas of primary functions
Supports district reporting activities
Represents staff and HCPS at meetings and conferences
Actively participates as a member of the HCPS leadership team
Takes all necessary and reasonable precautions to protect students, staff, equipment, materials, and facilities
Maintains appropriate state licensure; assumes responsibility for and participates in staff development (professional growth) and training to keep materials, supplies, and skills up-to-date
Follows appropriate safety procedures and properly maintains equipment
Responds to telephone, email and in-person requests, inquiries and questions in a professional, polite and responsive manner
Serves as a role model by developing and effectively maintaining professional boundaries with students and staff at all times
Serves as a role model for others, as an educational leader, by demonstrating good attendance, punctuality, appearance, demeanor, dress and behavior
Actively participates in and attends all required meetings
Maintains confidentiality in all matters
Models professional, moral, and ethical standards as well as personal integrity in all interactions, including non-discriminatory and cultural inclusion practices by respecting the worth, dignity and individual beliefs of others
Complies with and supports school division policies, regulations, procedures, and the HCPS Strategic Plan
Effectively performs other duties as assigned by the Superintendent

Required

A minimum of five years of successful leadership experience in human resources (or a combination of education and experience leading others), familiarity with school human resources operations
Graduate of an accredited college/university with a master's degree in Human Resources, Business, or related discipline
Knowledge of best practices in human resources to improve the quality of instruction through effective staff recruitment and selection
Knowledge of principles and practices of organization, administration and human resource management including supervision, training and performance evaluation, budget preparations and administration
Knowledge of applicable federal, state and local laws, procedures and regulations applicable to human resources in public schools
Ability to direct and evaluate the operations and activities related to human resources
Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals
Ability to develop creative solutions to the challenges of human resources
Ability to conduct regular training and in-service sessions for administrative staff
Ability to work collaboratively with others to support school division objectives and strategic planning
Excellent written and verbal communication skills and the ability to present to diverse audiences to foster professional relationships and express and/or exchange ideas
Excellent interpersonal skills
Proficiency in the use of a variety of office equipment and technology with experience using Microsoft Office, Google Workspace, HRIS, email, and information system applications
Demonstrated leadership qualities and personal characteristics necessary for working effectively with students, teachers, administrators, and the community

Preferred

SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) certification preferred
Experience working directly with individuals and families from diverse racial, ethnic, and socioeconomic backgrounds
Familiarity with equity and inclusion frameworks
Models non-discriminatory practices in all activities
Respects the worth, dignity and individual differences of others
