Sr. Program Analyst
Bowhead / UIC Technical Services is a reputable provider of specialized technical and engineering solutions dedicated to supporting national defense and government agencies. They are seeking a highly skilled and experienced Program Analyst- Senior to analyze project performance, manage procurements, and support research and development initiatives for the Naval Surface Warfare Center Dahlgren Division.

Responsibilities
Analyze complex technical support assignments on-site, providing detailed assessments and recommendations
Support procurement activities, including acquisition planning, vendor coordination, and contract management
Lead project management efforts, overseeing cost, schedule, and performance metrics to ensure project success
Assist in the development of research and development programs, ensuring alignment with client objectives and mission requirements
Conduct life cycle cost analyses to support decision-making processes and optimize resource allocation
Apply program management concepts to enhance the efficiency and effectiveness of technical projects
Provide technical analysis and review documentation related to project milestones, reviews, and technical assessments
Manipulate schedules and project timelines using MS Project to track progress and identify potential risks
Coordinate with internal teams and external stakeholders to facilitate communication and ensure project deliverables are met
Perform other duties as assigned, supporting continuous improvement initiatives and operational excellence
Qualification
Required
Bachelor's degree in business, engineering, or a related technical field preferred
Minimum of five years' experience supporting project or program operations, with proven ability to evaluate and improve program effectiveness
Proficiency in managing software development projects and implementation processes
Knowledge of DoD Acquisition processes and procedures, including DoDI 5000 Acquisition Framework
Experience in developing and testing technical solutions in research, manufacturing, inspection, and maintenance environments
Strong leadership skills with experience in team management and stakeholder engagement
Excellent analytical skills with the ability to gather, interpret, and evaluate complex data and systems specifications
Proficiency in MS Office Suite, including Project, Word, Excel, Outlook, and PowerPoint
Current security clearance at the Secret level and US Citizenship are required
Preferred
Experience with Gun Weapon Systems and Navy programs is highly desirable
