Workforce Program Manager

Responsibilities

Lead the planning, execution, and evaluation of consortium activities, ensuring effective day-to-day operations, delivery of key focus areas, and achievement of performance outcomes
Manage and coordinate workforce development programs and initiatives aligned with the consortium mission, partner-led activities, and work-based learning strategies that strengthen semiconductor and advanced technology talent pipelines
Support semiconductor workforce initiatives in alignment the National Semiconductor Economic Roadmap (NSER)
Serve as the administrative and programmatic liaison to the consortium, acting as the designated Workforce Program Manager with authority and responsibility to lead and direct efforts
Participate in the development and maintenance of stakeholder relationships with industry, academia, government, economic development organizations, and workforce organizations to support regional semiconductor and advanced technology workforce needs
Manage sub-agreements with multiple regional partners, ensuring timely execution of activities and minimizing administrative challenges
Serve as a liaison between partners and internal teams to ensure smooth implementation of workforce programming, partner coordination, and alignment with regional priorities
Convene and facilitate consortium meetings, working groups, and partner engagements to support information sharing, coordination, and alignment across the Silicon Southwest ecosystem
Track, analyze, and report key performance indicators (KPIs) in accordance with the consortium protocols, including learner readiness for placement, job matching effectiveness, post-placement career progression, and responsiveness to industry change
Oversee data collection and reporting processes across regional partners to ensure accuracy, consistency, and consortium compliance requirements
Prepare and deliver quarterly programmatic and performance reports, aggregate partner data, track NNME KPIs, and produce executive-ready summaries to support compliance and decision-making
Support future readiness activities, outcomes, budgets, identifying risks and gaps, aligning partner commitments, and preparing workplans and budgets to enable successful scale-up
Plan and host one regional convening for consortium partners and attend one national convening, develop agendas, coordinating speakers and logistics, facilitate cross-partner alignment, capturing action items and outcomes, and integrating national insights and best practices into regional implementation

Required

Bachelor's degree in public administration, business, education, engineering, workforce development, or a related field; equivalent professional experience may be considered
Minimum of five (5) years of experience in programming or project management, preferably within workforce development, economic development, education, or advanced technology sectors
Experience supporting multi-state or regional initiatives involving diverse partner ecosystems, including coordination across industry, education, and government stakeholders
Experience supporting or managing contracts or sub-agreements, including timelines, deliverables, and compliance requirements
Strong written and verbal communication skills, including experience preparing reports for senior leadership or external funders
Ability to track performance metrics, analyze data, and support data-driven decision-making
Proven ability to work independently, manage competing priorities, and operate in a deadline-driven environment

Preferred

Master's degree in public policy, public administration, education, business, engineering, or a related field of study
Experience working with federally funded or federally coordinated initiatives, including compliance, reporting, and performance tracking requirements
Familiarity within the semiconductor, microelectronics, advanced manufacturing, or defense-related sectors
Demonstrated ability to rapidly execute agreements and manage partner deliverables in dynamic environments
Experience planning and facilitating regional or national convenings, including agenda development and stakeholder coordination
Strong analytical skills, including experience with KPI development and outcomes reporting
Experience working with economic development, workforce boards, higher education systems, or public–private partnerships
Experience with Salesforce or comparable CRM tools
Ability to develop strategic plans in concert with agency and department goals
Ability to coordinate and collaborate with various levels of experience throughout the organization
