HIGHWAY ENGINEER IV - CONSTRUCTION-INSPECTION/ADMIN (DEPARTMENT OF TRANSPORTATION AND HIGHWAYS) -SEIU 73 - COUNTYWIDE
Cook County Government is responsible for managing various administrative functions and services in Cook County. They are seeking a Highway Engineer IV to perform engineering duties in transportation infrastructure construction, oversee multiple projects, and manage professional and support staff.

Responsibilities
Performs a variety of engineering duties of substantial difficulty in transportation infrastructure construction, or other areas of specialization
Apply engineering principles and practices with a minimum of technical supervision
Conducts and supervises the necessary engineering calculations and implementation of plans, specifications, estimates, studies, and reports associated with the design or construction of major transportation improvements
Assumes primary responsibility over multiple projects
Plans and directs the activities of professional and support staff
Qualification
Required
Graduation from an accredited college or university with a bachelor's degree in civil or construction engineering is required
Six (6) years of experience in design, construction, or engineering studies related to transportation infrastructure is required
Within these minimum six (6) years of experience, a minimum of three (3) years of experience in at least three (3) of the following five (5) categories is required: Overseeing and facilitating administrative activities on transportation infrastructure projects through completion as a lead engineer, engineering manager, or resident engineer, or in another managing role of design and construction
Reviewing and processing change orders, submittals, invoices, cost estimates, and requests for information
Managing large volumes of data sets from various design, construction, or engineering studies related to transportation infrastructure
Monitoring daily construction activities through coordination with various stakeholders (office and on-site construction personnel) to ensure projects stay on schedule and within budget
Negotiating and mediating with external consultants, contractors, internal staff, departmental heads, and governmental agency representatives on project issues and inquiries
Possession of a valid driver's license is required
Extensive knowledge of construction engineering principles with minimal training and oversight is required
Ability to effectively communicate both orally and in written formats to internal and external entities
Extensive knowledge and application of professional engineering principles and practices for implementation of plans, specifications, contracts, estimates, technical analyses and reports for transportation projects
Knowledge and familiarity with departmental policies and procedures, State and Federal Highway policies, principles, programs and regulations
Ability to handle several routine assignments, coordinate, and oversee complicated and challenging elements of a single assignment with minimal training and oversight
Ability to assume total responsibility for completeness and accuracy of multiple projects
Ability to plan, organize and manage the work of technical and support staff as well as external vendors
Ability to motivate staff to achieve County and departmental performance goals
Ability to incorporate areas of expertise outside of own work unit to complete assignments
Ability to use technical software and databases to perform engineering and project tracking functions
Ability to travel to various work locations throughout Cook County
Preferred
A valid Professional Engineer (P.E.) license in the State of Illinois
