Technology Systems Specialist I (Health and Human Services Department)

The Technology Systems Specialist I (TSS I) provides technical support to end-users and assists in the maintenance and installation of hardware and software systems within the Health and Human Services Department.

Responsibilities
Provides technical support to end-users on general application software as well as specific departmental systems and equipment
Provides professional level support including the development, installation of hardware support and maintenance of hardware and software systems and agency/departmental networks
Performs hardware refreshes swapping hardware equipment including desktops, laptops, docks, monitors, printers, etc. at workstations
Responsible for managing the expectation of clients, following-up with clients after a problem is resolved, and tracking and documenting problem resolutions for future use
Assists in the configuration, installation, and maintenance of data/information systems, and in the development of technical initiatives of moderate scale for departmental applications
Oversees the technical and physical aspect of employee and/or department relocation
Works with TSS II’s and TSS III’s (lead), HHS staff and vendors on state applications
Qualification
Required
Any two-year combination of recent professional experience and relevant computer science coursework that demonstrates the necessary knowledge and abilities
Knowledge of techniques, equipment and diagnostic software used in the assembly, troubleshooting and repair of personal computers
Knowledge of standard desktop software
Knowledge of network and desktop operating systems
Knowledge of desktop software integration
Knowledge of internet protocols and services such as WWW, FTP, NNTP, DNS, SMTP or others
Knowledge of programming languages for the personal computer such as Access, Visual Basic or others
Knowledge of techniques for explaining technical concepts to non-technical users
Ability to assemble, install, configure, repair and maintain computer hardware, peripherals and components
Ability to diagnose and resolve software application problems for desktops and networks and interface systems
Ability to install, configure, modify and maintain applicable operating systems, applications, networks, and specialized software
Ability to provide training, assist users in problem resolution and explain system and application use
Ability to analyze plans, processes or programs and provide verification and reconciliation of specialized departmental systems, computer programs or system processes
Ability to maintain current technical knowledge of the field including learning new and existing software, applications, databases and hardware through formal, informal and on-the-job training and self-study
Ability to organize own work, setting priorities and meeting critical deadlines
Ability to establish and maintain effective working relationships with those contacted in the course of the work
Preferred
Experience working in a public sector health care environment and/or general healthcare operations
Knowledge of and/or experience with the State of CA's health care applications and the following applications: Microsoft Office 365, Office 2016, Outlook, Outlook Calendar in an Enterprise environment, Active Directory, Anti-Virus, Network Shares (Scanning, Printing and File), Exchange, Email Encryption, Drive Encryption, Outlook for Mobile Devices (including smartphones and tablets) and mobile security products (such as ITune, Cisco AnyConnect, Cisco Amp)
Knowledge in configuring and deploying mobile devices (cell phones and tablets)
Experience working in a health care operations environment in an information technology capacity
Awareness of HIPAA/PHI/PII, and/or mobile and cloud-based applications/technologies
