INTERDISCIPLINARY ENGINEER/ARCHITECT (PROJECT ENGINEER)
The U.S. Army Corps of Engineers is seeking an Interdisciplinary Engineer/Architect for the New York Construction Division. The role involves implementing the government Quality Assurance Program, conducting quality control assessments, and ensuring compliance with contract requirements for construction projects.

Responsibilities
Responsible for thorough implementation of the government Quality Assurance (QA) Program, conducting meetings, review of quality control plans and procedures and assessments of contractor performance through regular field surveillance
Assures that requirements developed in 3-phase inspections comply with contract documents and are incorporated into the work and takes necessary steps to resolve deficiencies
Performs construction tasks in accordance with District Project Management Business Process matrices for Military Construction, environmental, and civil works projects, Resident Engineer’s Management Guide, and Construction Division policy
Obtains timely and cost-effective projects through proper contract administration in accordance with contract requirements and Resident Office policies and procedures
Review and analyze proposals submitted by contractors, installation personnel, and Using Agencies for changes to contract plans and specifications and prepare findings of fact on which contract modifications may be based
Daily logs, correspondence, progress reports, etc), participate in conferences and perform negotiations with contractors for the settlement and/or resolution of disputes over contract requirements, alleged changed field conditions, etc
Monitor funds available on contracts and contract line items and advise project personnel on same
Qualification
Required
Bachelor's degree (or higher degree) in engineering
Education must be accredited by an accrediting institution recognized by the U.S. Department of Education
One year trial/probationary period may be required
You will be required to provide proof of U.S. Citizenship
Obtain and maintain a valid, non-expired, State-issued motor vehicles driver's license
This position requires travel and you may TDY up to 20% annually
Obtain Certificate of Recognition (COR) qualification within one year of hire
Be able to pass a Hazardous Toxic and Radiological Waste (HTRW) physical exam, if required
Work outdoors in all weather, including extreme temperatures and to potentially hazardous job sites
One year of specialized experience which includes: 1) preparing a variety of data and reports (i.e., submittals, shop drawings, daily reports, payment estimates); 2) Investigating construction issues and or develop remedies to resolve deficiencies; 3) maintaining continual surveillance through field inspections of construction and/or contractors; and 4) assessing contractor's work performance
One year of specialized experience which includes: 1) Preparing contractor submittals, such as shop drawings, samples and data for compliance with contract documents; 2) Conducting field surveillance to assess contractor's work performance; 3) Recommend necessary changes or improvements to construction designs and/or specifications; and 4) Participating in contract negotiations and /or meetings

Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
