Responsibilities

Directs product engineering activities supporting enterprise application development, enhancement, and modernization. Establishes priorities and delivery expectations to ensure applications meet business needs, user requirements, and service-level objectives
Oversees application architecture and modernization initiatives, including cloud-native, modular, and hybrid application platforms. Ensures architectural decisions support scalability, maintainability, interoperability, and long-term product evolution
Implements and oversees adherence to SDLC standards, delivery governance practices, and quality assurance expectations. Ensures engineering activities align with agency policies, security requirements, accessibility standards, and enterprise development practices
Collaborates with business partners, product stakeholders, and IT counterparts to define requirements, establish priorities, and align engineering delivery with agency objectives. Represents the product engineering function in planning, governance, and coordination forums
Guides the evolution of cloud and hybrid application platforms, balancing performance, reliability, cost, and compliance considerations. Ensures operational stability, resilience, and effective change management across application environments
Leads and supervises assigned staff. Establishes performance expectations, evaluates performance, supports hiring and onboarding, and provides coaching to build a capable, accountable, and engaged workforce aligned with agency values and policies
Ensures engineering programs and systems comply with applicable state and federal laws, regulations, and Texas General Land Office policies. Provides managerial oversight of state technology standards, cybersecurity, accessibility, data privacy, and risk management requirements, and supports audits, assessments, and continuous compliance improvement

Required

Bachelor's degree from an accredited four-year college or university with major coursework in computer science, information systems, computer engineering, or a related field. Equivalent professional experience may substitute for the degree requirement at a rate of one year of experience for each year of education
Seven (7) years of progressive experience in software engineering, application development, or enterprise technology delivery
Three (3) years of experience in a supervisory or managerial role leading technical staff or engineering teams

Preferred

Seven (7) years of progressive experience in software engineering, enterprise application development, or technical product delivery, including at least three (3) years in a formal leadership or managerial role overseeing engineering teams or technical staff
Demonstrated leadership experience in the design, development, modernization, and support of enterprise or mission-critical applications, with responsibility for technical execution, quality, scalability, reliability, and delivery outcomes
Hands-on experience with enterprise application platforms and frameworks such as .NET, Java, Salesforce, and modern web technologies, along with a strong understanding of application architecture principles including API-first design, modular systems, and service-oriented or microservice architectures
Experience leading teams in building and modernizing applications using cloud-native, hybrid, or modular architectures, including integration with legacy systems and emerging technologies
Experience managing the software development lifecycle (SDLC) in regulated or large-scale environments, including implementing or optimizing CI/CD pipelines, DevSecOps practices, automated testing, and quality assurance processes
Experience delivering scalable and secure application solutions using Azure, AWS, or comparable modern application platforms
Experience coordinating application delivery across infrastructure, cybersecurity, compliance, and business stakeholders to ensure secure, compliant, and timely outcomes
Experience applying or supporting state, federal, or industry compliance frameworks such as TAC 202, cybersecurity standards, accessibility requirements, and data privacy regulations within engineering or product delivery environments
Demonstrated ability to hire, mentor, and develop high-performing engineering teams, including coaching team leads and individual contributors, establishing career paths, and fostering collaboration, accountability, and continuous learning
Demonstrated experience managing technical risk, system reliability, and application performance, and adapting team structures, workflows, or delivery processes to meet evolving business, compliance, or organizational needs
