Quality Control Manager

Responsibilities
Develop, maintain, and enforce the Quality Control Program Management Plan (QCPgMP) and all task‑order‑specific QC Plans
Lead the QC program with authority to issue stop‑work directives when work deviates from requirements
Oversee the QC organizational structure, including Area Managers, Sector Managers, and Site QC Managers
Coordinate with Client QA teams to ensure alignment of oversight responsibilities
Ensure daily quality inspections at loading sites, debris reduction and staging areas, disposal facilities, PPDR properties, ROW corridors, and waterways
Validate proper separation, handling, loading, hauling, and disposal of debris across all scopes
Verify compliance with definable features of work (DFOWs) and ensure integration with safety and environmental requirements
Identify deficiencies, document findings, and oversee timely corrective actions
Prepare and certify Daily QC Reports, ensuring accuracy and timely submission
Maintain complete QC documentation, including inspection records, deficiency logs, test results, and corrective actions
Ensure quality‑related data is accurately captured in electronic systems such as ADMS
Monitor subcontractor performance for adherence to quality standards
Evaluate work quality across debris scopes and oversee corrective actions
Verify subcontractor personnel and equipment meet qualification requirements
Provide QC training to inspection and documentation personnel
Ensure QC staff maintain required qualifications and understand scope‑specific expectations
Analyze quality trends and recommend process and operational improvements
Qualification
Required
Bachelor's degree in Construction Management, Engineering, Quality Management, Environmental Science, or related field (or equivalent experience)
Minimum five years of experience supporting debris operations, construction QA/QC, or related fieldwork
Demonstrated experience managing quality programs for disaster response, emergency work, large‑scale demolition, or environmental projects
Working knowledge of debris eligibility, documentation standards, and electronic load‑tracking systems such as ADMS
Ability to evaluate and articulate past performance across PPDR, ROW, and waterway debris removal scopes
Strong leadership, organizational, and communication skills
Ability to deploy and work extended field assignments in dynamic environments
Preferred
Experience supporting projects for federal, state, or local agencies, or large municipal/utility clients
Prior leadership of field QC teams on debris or environmental response operations
Experience supporting audits, client inspections, or third‑party quality reviews
