Responsibilities

Accountable for general managerial responsibilities of the Housing First program. Provides principal housing management oversight for supportive housing properties assigned
Gather and prepare information to meet all grant reporting requirements. Provides oversight on data quality standards and ensure good quality control on various reporting and tracking databases
Orient and document orientation of all new Residential Support Technicians to job requirements. Direct client care: Supervise the utilization of a professional model of practice for the autonomous and collaborative management of clients under the influence of alcohol, requiring the knowledge and skills utilized in this area of specialization
Develop program goals, objectives, policy and procedures with Director. In absence of Director, facilitate regular program staff meetings
Responsible for Medicaid billing at Housing First. Monitor and ensure timely and accurate billing is done. Ensure staff is properly trained in billing submission through electronic records and Carelogic. Coordinates work with assigned TCC Behavioral Health Clinician
Ensure adequate staffing in the center at all times, especially during holidays and staff absences. Oversees all on-site operations and maintains vendor relationships to make certain all aspects of the property are running smoothly
Assist with the evaluation of brief intervention skills of all trained staff, utilizing effective employee counseling, evaluation and competency appraisal skills, and takes disciplinary action as needed
In conjunction with Director, ensure quality of Housing First program services through ongoing evaluation and quality assurance/quality improvement measures
Collect, interpret, analyze and present data in various healthcare areas including performance measurements, clinical outcomes and costs and have knowledge in preparing datasets to be used for reporting and analysis
Manage the budget in coordination with Director to ensure effective financial management and to ensure financial goals are met
Generate and submit required administrative documentation and assigned reports in a timely manner
Assist the facilitation of site reviews and assure responses to site reviews are completed in the specific timeframes allowed
Maintains property by investing and resolving tenant complaints, enforcing rules of occupancy, inspecting vacant units and contracting with other services to ensure our tenants satisfaction
Maintain ledger, obtain and maintain vouchers, knowledgeable regarding Housing Quality Standards, maintenance on all units, Lease agreements/rent review, room inspections, educated client with budgeting skills, collect rent, facilitate repairs and prepare units for new tenants, send monthly invoices to tenants, maintain MSDS, maintain First Aid Kits/Fire Extinguishers/Fire Alarms/Cleaning, Janitorial Contract, Inventory of Housing First, Maintain Cameras, Key Locks, Pest Management, Infractions, Work Orders, Affidavit of Property and performs other job related duties

Required

Bachelor s degree in health-related field
Three years minimum experience in substance abuse field
Two years minimum experience in facility/program management, preferably in healthcare field or with Housing First model
Three year minimum experience in supervisory and staff management
Working knowledge of Medicaid standards relating to allowable service delivery and billing practices
Familiarity with Alaska Native cultures and rural lifestyles required
Must maintain strict client confidentiality
Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements and State of Alaska background check
Required to pass Basic Life Support (BLS) course within 30 days of hire
Also, obtain and complete Crisis Intervention training within 3 months of hire
Knowledge and experience in the substance abuse field required
Ability to work well with individuals dealing with chronic alcoholism
Holds minimum CDC1 certification
Ability to maintain strict confidentiality
Strong verbal, written and interpersonal skills

Preferred

Preferred experience in the following: database management, grant and budget management and reporting
Computer experience, using various Windows applications and database systems preferred
Ability to work independently with minimal supervision
Experience working with diverse cultural backgrounds
