Responsibilities
Manage full lifecycle procurement for high-value and complex subcontracts
Identify and qualify suppliers capable of supporting government and commercial requirements through market research for products and services
Analyze supplier proposals and conduct cost/price analyses
Ensure compliance with all applicable laws, regulations, and internal policies and procedures
Provide guidance and mentorship to Procurement and technical staff
Anticipate subcontracting needs, streamline operations, support and enforce a strong internal control environment
Qualification
Required
Bachelor's degree in a relevant discipline such as Supply Chain Management, Finance, Law, Business, or a related field is required
A minimum of 7 years of experience in subcontracts administration or procurement, specifically in support of federally funded customer contracts
Experience with U.S. Government contracting procurement regulations (FAR, DFARS)
Preferred
Purchasing certification such as CPPB, CPPO, or CPM
Subcontracts Administration and small business liaison experience
Proficient in using ERP systems like Costpoint or equivalent platforms to manage contract data and workflows
Knowledge of small business subcontracting goals and compliance
