Responsibilities
Serves as Subject Matter Expert (SME) in the engineering fields of cost, structural, civil, mechanical, and electrical, or in the field of architecture. Performs technical oversight on AFCS designs, construction data and resources. Assures initial and temporary standard designs are included and are all troop constructible. Assures all designs meet UFC and doctrinal requirements. Verifies the AFCS database contains accurate drawings, BOM requirements, specifications (TOGS), design analysis, and labor/equipment requirements. Provides technical expertise for complex and innovative engineering/architectural design, analysis, and/or cost engineering efforts on projects for civil and military projects, work for others, and HTRW projects. Resolves design problems of significant depth and complexity; provides input, advice, and guidance on any difficult design areas; develops procedures and standards for carrying out engineering/architectural matters within the design specialty. Performs work relating to difficult or critical designs and leads team carrying out broad, innovative project assignments within area of specialization and within the framework of technical guidelines established by national technical organizations and higher agency authority. Participates in development of specific engineering criteria and assists with developing criteria for innovative and complex engineering problems. Resolves problems by substantially modifying, adapting, or compromising them to comply with project criteria/requirements. Uses expert knowledge and experience to consider innovative designs for all projects in selecting optimum planning and design approaches from a technical, economic, and public need standpoint. Prepares and reviews designs, analyses, layouts, computations, cost estimates, design drawings, and quantity calculations. Performs field reconnaissance and site investigation in connection with significant and/or controversial project development to determine the accuracy of field surveys; defines site specific problems; identifies and performs technical testing and analyses; cost or price estimating; and cost/price/schedule risk analyses; determines alternative solutions; meets with Corps personnel and/or representatives of other federal, state, or local agencies; and makes recommendation on efficient alternatives with consideration for the constructability and/or cost of projects
Serves as expert consultant/advisor to the district for the application of technical criteria, codes and standards in the design, review, cost estimating, and construction of complex projects. Keeps current on applicable technical criteria, codes and regulations and changes in other documents that impact the engineering, design, cost estimating, and construction aspects of projects. Consults with USACE Centers of Expertise and research laboratories when conducting studies and investigations involving unusually difficult problems not addressed in technical literature or in current practices. Provides expert technical advice and guidance to Project Managers, Program Managers, field personnel, technical design specialists, Division and Headquarters officials and others. Recommends courses of action to Project Delivery Teams (PDTs) and district leadership. Represents the district at workshops, technical focus groups, and task forces. Advises lower-graded personnel, within area of responsibility, on procedural and technical aspects of engineering or architecture. Leads team(s) in the performance of technical engineering and design responsibilities. Participates in analysis and improvement of work methods, processes and organization structure to optimize production efficiency and cost effectiveness. Analyzes strengths and weaknesses of team members and advises supervisor on training needs and work assignments. Mentors junior engineers/architects. Uses or adapts computer software to accomplish analytical work for complex designs or cost engineering services. Provides advice and training to engineers/architects regarding computer-aided analysis and design. Evaluates and makes recommendations for updating in-house technology and hardware capabilities and maintains contact with other divisions and districts for exchange services
Performs detailed technical review of significant, complex, or controversial, in-house design/cost/schedule products, and those prepared by Architect-Engineer contractors focusing on quality, completeness, timeliness, appropriate level of effort, and initiate action for improvement. Gives advice concerning highly technical matters and on particularly complex problems, including where policy or relationships with outside agencies is involved. Performs Independent Technical Reviews (ITRs) of work performed by others. Prepares written critique of reports and design analyses, cost estimating techniques, and ensure effective working relationships within and outside the organization. Coordinates field investigation requirements, design changes and construction support requirements with Project Engineers. Review shop drawings, technical submittals, and/or cost estimates for technical adequacy. Makes field visits to check construction progress, adequacy of design, and to provide guidance and assistance. Prepares reports on specific assignments concerning investigation, analysis and resolution of technical problems. Prepares Lessons Learned as part of after action review (AAR) and ensure they are implemented for in-house designs and/or provided as comments during technical reviews
Prepares Technical Sections of contracts for Architecture/Engineer services including detailed estimates of proposed AE fees for use in negotiations. Assists AE Coordinator, Engineer Technical Leads and/or Project Managers in preparation of Cost (or Price) Estimates/Analyses, Schedules of Services and/or Scopes of Work. Participates in the negotiation of A/E contracts, and assist in negotiating task order and other procurements. Serves as the technical expert in defining project requirements during project development and pre-design activities. Prepares design criteria, standards and design instructions for inclusion in the scope of work
Qualification
Required
Mastery knowledge and skill in applying advanced concepts, theories, and methods of engineering/architecture sufficient to adapt techniques and to interpret and apply professional knowledge to solving a wide variety of very complex technical problems with a high degree of originality and judgment
Possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles
Temporary Duty (TDY) or business travel requirement up to 10% for official duties/training
